obtain their input into filing and disposing the charges. She
advised the council that charges have been drafted and were in
the process of being filed in Noblesville. She stated she
anticipated those charges to be one count of conflict of
interest, a class D felony, and one count of official misconduct,
a class A misdemeanor. She stated these charges are based on the
investigation that was presented to her office from Tim Kaiser of
the Indiana State Police and Luckie Carey of the Carmel Police
Department. Prosecutor Leerkamp also asked to continue to have
input from the council while the charges are pending concerning
possible dispositional alternatives. She suggested council
members give her direction concerning any input they would like
to give as individuals or to appoint representative(s) for her to
counsel with as the matter progresses.
Councilor Kirby motioned to instruct the city attorney and the
Carmel utility manager to work with the prosecutor as she works
with Mr. Johnson through the process she described and to keep

Canttel, IN: Sadly, we have been iufonucd of charges filed taday hy llamilton Comity
Prosecutor, Sonia Leerkamp, against former Mayor Ted Johnson.
As the fiscal body of the City, the Council has a duty under the law to review matters of
this nature and to represent the citizens of Carreel, as we would on any other matter
coming before us.
Today is a sad day for our community, it's citizens, aud for Ex-Mayor Johnson
and his family. Front my own personal staudpoiut haviog served in prior years with
Ted Johnson on the City Council, I thought he was an excellent Council member. He
has been a personal friend of mine for inany years.
While I and ~ny fellow Council members deplore what the former Mayor has
been charged with, he and his fatnily retnain in our prayers.
