CARMEL CITY COUNCIL MEETING MINUTES
WEDNESDAY, APRIL 3, 1996 -- 8Z30 A.M.
Members present: Mayor Brainard, Councilors Kirby, Miller,
Battreall, Snyder, Carter and Walker. Clerk Treasurer Cordray and
Chief Deputy Vandegriff were also in attendance.
The Mayor called the meeting to order.
Councilor Battreall moved to approve the claims for payroll in
the amount of $436,358.46 and city claims in the amount of
$587,441.05. Councilor Snyder seconded. All members voted AYE.
The motion passed.
Councilor Rundle arrived.
The Mayor then brought the Council up-to-date on the 116th Street
project. He stated that several calls had been made to see when
the construction would begin. He also said he had asked the News-
Tribune to run a project update.
In regard to Councilor Battrea11's concern from the last meeting
that signs were being placed in the right-of-way, the Mayor
stated he had sent a letter to the Builders Association of
Greater Indianapolis. The Mayor and the Council touched on some
issues to be considered if a new ordinance would be developed to
address this concern.
There was also some discussion about the comprehensive plan. Some
Councilors wondered if it might be prudent to complete an
economic impact study in regard to the comprehensive plan.
Councilor Battrea11 excused himself from the meeting.
A brief discussion regarding a thoroughfare plan was held. The
main focus was on east-west access and an update on 96th Street.
The Mayor adjourned the meeting.
