COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE The Carmel City Council will have a special meeting on Monday, August 25, 1997, at 8:30 a.m. in Council Chambers, City Hall, One Civic Square to discuss city business. This purpose of the meeting is city business. ONE CIVIC SQUARE CARMEL. INDIANA 46032 317/571-2400 CARMEL CITY COUNCIL MEETING MINUTES MONDAY, AUGUST 25, 1997 -- 8:30 A.M. COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Mayor Brainard; Councilors Robert Battreall, Norm Rundle, Luci Snyder and Billy Walker. Clerk-Treasurer Diana Cordray and Deputy Clerk Rebecca Wolf also attended. Mayor Brainard called the meeting to order at 8:48 a.m. He explained that the purpose of the meeting was to introduce Ordinance Z-323. NEW BUSINESS: Councilor Snyder moved to introduce Ordinance Z-323. approval of an amendment to the Zoning Ordinance (Sections 23B.2 and 23B.5). Councilor Battreall seconded. The mayor explained the changes to the Zoning Ordinance as caused by this ordinance were approved unanimously at the last Carmel Clay Plan Commission meeting. Councilor Snyder explained the public hearing of Ordinance Z-323 would occur at the September 2, 1997, meeting. She stated Ordinance Z-323 caused the word "may" to be changed to "must" in the specified sections of the Zoning Ordinance. She explained the change was to conform the ordinance to the language used in the Indiana Statute. Councilor Rundle asked if the plan commission would be able to continue sending items forward with no recommendation, or if the commission would be required to give items an unfavorable or favorable recommendation. Mayor Brainard explained the plan commission would be required to give a recommendation to items falling under this ordinance. The mayor stated the plan commission always had been required to give recommendations by state law, but the city's local ordinance had not required the recommendations. Mayor Brainard opened the floor for public comment at 8:50 a.m. No one wished to speak. The mayor closed the public comment time at 8:51 a.m. Clerk-Treasurer Cordray stated that Ordinance Z-323 caused the word "shall" to be changed to "must," not "may" to be changed to "must." Councilor Snyder agreed she had mis-spoken. Ordinance Z~323 was carried over to the September 2. 1997. meetine. The meeting was adjourned at 8:52 a.m. Attest:
