SPECIAL MEETING
AUGUST 28, 1995

COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
The Carmel City Council Special Meeting was brought to order by Mayor Ted Johnson. Members in
attendance were Frank Fleming, Alan Potasnik, Tom Kendall, Chris Painchaud and Tim Story. Deputy
Clerk-Treasurer Anne Hartman was also in attendance.
FINAL ADOPTION OF 1996 BUDGET:
Councilor Story moved to adopt the 1996 Budget by
approving the following ordinances. Councilor Fleming seconded the motion.

Councilor Kendall, having prepared and distributed an analysis of city employee salaries including
benefits for 1996, stated he will vote against the 1996 budget based on his findings as positions within
the city are not in line with the private sector and there is work that needs to be done on the benefit
package that he hopes this Council will address for the future.
Councilor Story, after clarifying with Mayor Johnson that the operating balance will be $3.6 million
and that there will be enough funds for the 96th Street project ($4.2 million in a special appropriation in
September), stated he would have no objection to passing the 1996 budget.
After Councilors Potasnik, Painchaud and Fleming voiced their support of the 1996 budget Mayor
Johnson called for the question. While Councilor Kendall voted nay, all others voted aye. 1996
Budget passed by a majority.
