HomeMy WebLinkAboutCCM-12-18-95CARMEL CITY COUNCIL DECEMBER 18, 1995 7:00 P.M. COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE The Carmel City Council meeting was brought to order by Mayor Ted Johnson. Members in attendance were Frank Fleming, Jim Quinn, Alan Potasnik, Tom Kendall, Luci Snyder, Chris Painchaud and Tim Story. City Attorney Gordon Byers and Deputy Clerk-Treasurer Anne Hartman were also in attendance. The invocation was given by Councilor Quinn followed by the Pledge of Allegiance. APPROVAL OF MINUTES: Councilor Quinn moved to approve the minutes of December 4, 1995. Councilor Kendall seconded the motion. Minutes were approved as submitted by unanimous consent with Councilor Painchaud abstaining due to absence. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: Mayor Johnson commended Council for all their hard work and due diligence in performing their duties and awarded each a plaque for their service. Mayor Johnson awarded the Range Line Pioneer Award to the following employees, former employees, department heads, Board of Public Works and certain council members: Steve Couts Rosemary Hensel Ma tt Dickey Dave Klingensmith Steve Brown Frank Fleming Tim Story Dave Cunningham Tom Welch Jim Dougherty Jan Hope Rick Myers Keith Gambrel Gordon Byers Roger Conn Chris Painchaud Joyce Morris Rick McKinney John Hensel Alan Potasnik Jim Kinder Jim Quinn APPROVAL OF CLAIMS: Councilor Quinn moved to approve the following claims. Councilor Kendall seconded the motion. 11/28/95 $ 999,303.43 11/28/95 31.24 12/01/95 26,552.73 12/01/95 12,500,000.00 12/06/95 450,673.32 Councilor Kendall moved to amend the November 28th claim docket by removing $150 for the IACT conference attended by Ron Carter, Council Member Elect, as he felt City travel funds should be used by current city employees only. Councilors Snyder, Story and Painchaud all spoke against the amendment as each spoke of the importance of the conference to future Council members. Councilor Quinn spoke in favor of the amendment as there is neither budgetary or statutory authority for the claim. Mayor Johnson called for the question on the amendment. With Councilors Fleming, Potasnik, Snyder and Painchaud voting nay, motion failed. Mayor Johnson called for the question on claims. All members voted aye. Motion passed. FIRST READING & PUBLIC HEARING ORDINANCE Z-307/PREMISES IDENTIFICATION: Councilor Kendall moved to approve Ordinance Z-307, Premises Identification. Councilor Quinn seconded the motion. Councilor Potasnik explained the ordinance as requiring each address in Carmel-Clay to display their address in easily read numerals; has received unanimous consent by Plan Commission; and would facilitate safety personnel on emergency runs. Mayor Johnson opened the Public Hearing at 7:47 P.M. Hearing and seeing no one who wished to speak, the Public Hearing was closed at 7:47 P.M. Councilor Quinn moved to suspend the rules and act on Ordinance Z-307 tonight. Councilor Kendall seconded the motion. Mayor Johnson called for the question. All members voted aye. Motion to suspend passed. Councilor Quinn spoke in favor of swift adoption of the ordinance. Councilor Kendall spoke in favor of the ordinance but questioned whether corner lots need an address on both sides, and then moved to amend the ordinance by eliminating the words "dwelling or" from (c)(2). Motion died for lack of a second. Councilor Story cautioned the problems with the ordinance in its lack of specificity. Councilor Snyder spoke in favor of the ordinance. 2 Councilor Quinn asked for and received unanimous consent for Councilor Potasnik to be made Presiding Officer for this ordinance. Councilor Quinn moved to adopt Ordinance Z-307. Councilor Kendall seconded the motion. Mayor Johnson called for the question on the ordinance. All members voted aye. Ordinance passed. RESOLUTIONS CC12-18-95-01 THROUGH CC12-18-95-05/TRANSFER OF FUNDS WITHIN 1995 BUDGETS: Councilor Story moved to approve the following transfers. Councilor Quinn seconded the motion. CC12-18-95-03 552 to 530.99 300 CC12-18-95-04 490 to 485 550 BZA CC12-18-95-05 430.04 to 110 200 Mayor Johnson called for the question. All members voted aye. Motion passed. FIRST READING ORDINANCE D-1191/AMENDMENT TO 1996 COURT SALARY: Councilor Quinn moved to introduce and dispense with the reading of Ordinance D-1191, an amendment to the 1996 Court Salary, changing the date of the last pay period only. Councilor Story seconded the motion. Councilor Quinn moved to suspend the rules and act on Ordinance D-1191 tonight. Councilor Story seconded the motion. Mayor Johnson called for the question on suspension. All members voted aye. Motion passed. Councilor Quinn moved to adopt Ordinance D-1191. Councilor Snyder seconded the motion. Mayor Johnson called for the question. All members voted aye. Motion passed. FIRST READING ORDINANCE D-1192/ESTABLISH HAMILTON COUNTY HAZARDOUS MATERIALS TASK FORCE: Councilor Kendall moved to introduce Ordinance D-1192, an agreement establishing the Hamilton County Hazardous Materials Task Force. Councilor Story seconded the motion. Councilor Kendall moved to suspend the rules and act on Ordinance D-1192 tonight. Councilor Snyder seconded the motion. 3 Mayor Johnson called for the question on suspension. All members voted aye. Motion passed. Mayor Johnson called for the question on the ordinance. All members voted aye. Ordinance passed. OTHER BUSINESS: Judy Edwards, Council's representative to the Library Board, thanked Council for the opportunity to serve. Councilors Kendall, Story and Painchaud gave farewell speeches. There being no further business before the Carmel City Council the meeting was duly adjourned.
