Deletion of Outstanding and Unpaid Checks; Clerk-Treasurer Diana Cordray EXECUTION OF DOCUMENTS 4. ADJOURNMENT CARMEL CITY COUNCIL MEETING MINUTES TUESDAY, FEBRUARY 16, 1999 - 8:30 A.M. COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard; Council President Luci Snyder; Councilors Jim Miller, Robert Battreall, Norm Rundle, Ron Carter and Billy Walker. Deputy Clerks Cindy Sheeks and Rebecca Martin also attended. Councilor Kevin Kirby arrived late. Mayor Brainard called the meeting to order at 8:30 a.m. CLAIMS: Councilor Rundle moved to approve claims in the amounts of $213,290.24, $9,343.84, $167,271.65 and $402,999.25. Councilor Snyder seconded. Claims were approved 6-0. Councilor Battreall moved to approve the Deletion of Outstanding and Unpaid Checks, as requested by the clerk-treasurer in accordance with state statute. Councilor Carter seconded. Councilor Rundle stated Deputy Clerk Cindy Sheeks had explained that these checks could be reissued if the person to whom they were addressed decided to cash them. The request was approved 6-0. Councilor Kirby arrived. OTHER: Councilor Snyder read the list of council appointments to various boards and committees and discussed them with the council. Councilor Snyder stated someone had asked her if the council would give money to the education scholarship fund. Councilors discussed whether to contribute money to organizations asking for donations and talked about ways other cities handled donations. Councilor Kirby talked to the council about the Regional Transit Alliance. He explained he planned to place a resolution approving the City's participation in the alliance on the next council agenda. Councilors discussed the possible need for public transportation in Carmel. Councilor Carter stated his wife had called BFI trash services because of complaints the company wasn't picking up recyclables. He said the woman at BFI emphatically stated BFI employees always picked up recyclables, and that she had asked those who disagreed to send letters to BFI stating their concerns. Councilor Carter asked what progress had been made toward establishing a council office in City Hall. Councilors talked about possible rooms for the office and discussed what had been accomplished to reorganize storage on the fourth floor of the building. The mayor stated he would have Joe Staehler, the director for the Department of Administration, submit a report about the storage situation to the council for the next meeting. Mayor Brainard stated the City had closed on more than 80 properties for the Monon Trail, about 40 of which had occurred after the holidays. Councilors discussed the progress of the trail.
