ANNOUNCEMENTS 15. EXECUTION OF DOCUMENTS 16. ADJOURNMENT CARMEL CITY COUNCIL MEETING MINUTES MONDAY, NOVEMBER 1, 1999 -7 P.M. COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard; Council President Luci Snyder; Councilors Kevin Kirby, John Koven, Norm Rundle, Ron Carter and Billy Walker. Deputy Clerk Robin Butler also attended. Councilor Bob Battreall was absent. Mayor Brainard called the meeting to order at 7:01 p.m. Councilor Walker pronounced the invocation. Mayor Brainard led the Pledge of Allegiance. APPROVAL OF MINUTES: Councilor Rundle moved to approve the minutes of the October 18, 1999, Regular Meeting with four minor changes. Councilor Koven seconded. The minutes were approved 6-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: Dick Frost of 507 Stonehedge Dr. addressed the Council regarding Oaths of Office of the City of Carmel elected officials. He also pointed out the fact that every nine years companies with bi-weekly pay periods will have a 27th pay that will effect budgeting. Kevin Johnston addressed the Council regarding Ordinance D-1351-98, regarding parking regulations. He asked the Council to consider some type of visitor permits available to residents of the area affected by D-1351-98. COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: Mayor Brainard stated he would check into the issue of visitor permits. Councilor Carter asked Mr. Johnston if the parking problems had been alleviated by the regulations in D-1351-98. Mr. Johnston stated that the regulations have helped. CLAIMS: Council President Snyder moved to approve claims in the amounts of $200,249.07 and $1,552,549.91. Councilor Rundle seconded. Claims were approved 6-0. OLD BUSINESS: Mayor Brainard introduced Ordinance D-1440-99; An Ordinance Amending Sections 8-19, 8-20 and 8- 120 of the Carmel City Code (re: Various Speed Limits); There was no Council discussion. Ordinance D-1440-99 was approved 6-0. Mayor Brainard announced Ordinance D-1441-99; An Ordinance Amending Chapter 2, Article 3, Division III, Section 2-61(a)(1) of the Carmel City Code (re: Mileage Reimbursement for City Employees); There was no Council discussion. Ordinance D-1441-99 was approved 6-0. At this time Mayor Brainard asked the council to depart from the agenda and address Resolution CC-10- 04-99-02 because the resolution must be approved before the Ordinance. There was no Council objection. PUBLIC HEARINGS: Mayor Brainard announced Resolution 10-04-99-02; A Resolution Declaring the Need for a Housing Authority in the City of Carmel and Providing for the Establishment of the Carmel Housing Authority. The public hearing was opened at 7:19 p.m. Mr. Frost addressed the Council. The public hearing was closed at 7:25. There was no Council discussion. Council President Snyder moved to approve Resolution CC-10-04-99-02. Councilor Carter seconded. Resolution 10-04-99-02 was approved 6-0. Mayor Brainard announced Ordinance D-1442-99; An Ordinance Establishing the Carmel Housing Authority; $200.000 additional appropriation. The public hearing was opened and closed at 7:27 p.m. seeing no one from the public who wished to speak. Councilor Koven asked for clarification of how the $200,000 was to be used. Ordinance D-1442-99 was approved 6-0. Mayor Brainard stated that the next item on the agenda, Resolution CC-11-01-99-04 was not necessary because the additional appropriation was included in Ordinance D-1442-99. He withdrew the resolution from the agenda. Councilor Koven asked that the minutes reflect that a Public Hearing for Ordinance D-1442-99 was advertised in the Daily Ledger on October 22 and 25, 1999. (Copies of advertisements of Resolution CC-11-01-99-04 and Ordinance D-1442-99 are attached.) Councilor Kirby asked the Mayor about a street project and status of a committee handling the Moratorium of Building Permits on Rangeline Road. Mayor Brainard stated that about half the members had been appointed thus far. ADJOURNMENT: Council President Snyder moved to adjourn the meeting pending execution of documents.
