HomeMy WebLinkAboutExecutive Order JB-2022-01 - Citizen Requests for StreetlightsCITY OF CARMEL, INDIANA EXECUTIVE ORDER JB-2022-01 WHEREAS, the City of Carmel (the "City") has installed streetlights in key public areas in order to enhance the safety and security of its citizens; and WHEREAS, the City requires developers to install streetlights as part of all new residential developments, along with other public developments that include road improvements; and WHEREAS, the City currently maintains numerous streetlights along major thoroughfares, roundabouts, and other key public areas throughout the City where they are able to enhance safety without creating an excess of light pollution within residential neighborhoods; and WHEREAS, some citizens desire streetlights in their existing neighborhoods for improved safety and security, while other citizens oppose them because of concerns about the light pollution emitted by streetlights; and WHEREAS, the cost to install, maintain, and power streetlights on every street throughout the City would be cost prohibitive; and WHEREAS, the Indiana legislature established the Barrett Law, codified at IC 36-9-38-1 et seq., along with IC 36-9-9-1 et seq., as processes by which citizens can petition for and fund local subdivision streetlights; and NOW, THEREFORE, if any Carmel citizen or group of citizens wish to install new streetlights in a subdivision or other specified area they can utilize the procedures set forth in either IC 36-9-38-1 et seq. or IC 36-9-9-1 et seq.
