MINUTES
MONDAY, NOVEMBER 19, 2001 - 7:00 P.M.
COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard; Council President Keyin Kirby; Council Members Norm Rundle, Luci Snyder, Ron
Carter and Wayne Wilson; Deputy Clerk-Treasurer Came Gallagher.
Council Members John Koven, Bob Battreall and Clerk-Treasurer Diana Cordray were absent.
Mayor Brainard called the meeting to order at 7:00 p.m.
Councilor Carter pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
APPROVAL OF MINUTES:
Councilor Rundle moved to approve the Minutes of the November 5, 2001 Regular Meeting. Councilor
Wilson seconded. The Minutes were approved 5-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Jim En~ledow of 13851 Rivemood Way, addressed Council on behalf of the Cannel/Clay Parks and
Recreation Board regarding the recent resignation of the Parks Director and introduced Jim Burrell as the
interim Director for the Carmel/Clay Parks Department. Mr. Burrell spoke briefly about his role as interim
Director.
COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
CLAIMS:
Councilor Snyder moved to approve claims in the amount of $260,355.51 and $387,577.65.
Rundle seconded. Claims were approved 5-0.

COMMITTEE REPORTS:
Councilor Rundle reported that the Administration Conunittee met on November 19, 2001, at which time
the Committee provided a favorable recommendation of Ordinance No. D-1514-01 and D-1541-01. The
Committee had no recommendation as to Ordinance No. D-1547-01, concerning changes to the Board of
Public Works meeting compensation, and advised that the sponsors possibly consider withdrawal of the
Ordinance. The next regular meeting of the Administration Committee is scheduled for December 17, 2001,
at 8:30 a.m. in the Caucus Room.
Councilor Wilson stated that the Annexation and Land Use Committee has not met. The next meeting of
the Annexation and Land Use Committee is scheduled for November 29, 2001, at 7:00 p.m. in Council
Chambers to continue discussions regarding future proposed annexations. The next regular meeting of the
Committee is scheduled for December 13, 2001, at 7:00 p.m. in the Caucus Room.
Councilor Snyder stated that the Economic Development Committee did not meet. The next regular
meeting of the Committee, scheduled for December 17, 2001, is canceled.
Council President Kirby stated that the Finance Committee has not met. The next regular meeting of the
Committee is scheduled for December 28, 2001, at 8:00 a.m. in the Clerk-Treasurer's Office.
Councilor Carter stated that the Parks and Recreation Committee has not met. The next regular meeting of
the Committee is scheduled for December 3, 2001, at 6:00 p.m. in the Caucus Room.
Councilor Rundle stated on behalf of Councilor Battreall that the Public Safety Committee has not met. The
next meeting of the Committee is scheduled for December 3,2001, at 10:00 a.m. in the Caucus Room.
Councilor Rundle stated on behalf of Councilor Koven that the Rules Committee has not met. The next
regular meeting of the Committee scheduled for December 28, 2001, at 9:30 a.m. in the Council' s office.
Council President Kirby stated that the Utilities and Transportation Committee has not met. The next
regular meeting of the Committee, scheduled for December 14, 2001, is canceled.
OLD BUSINESS:
Council President Kirby announced the Second Reading of Annexation Ordinance No. C-206~ As Amended;
An Ordinance Annexing Certain Territory to the City of Cannel, Indiana, Placing the Same Within the
Corporate Boundaries Thereof and Making the Same a Part of the City of Cannel (Sweet, et al). Councilor
Wilson provided a summary in review of this matter to Council. There was brief discussion. Annexation
Ordinance No. C-206 was approved 5-0.
Council President Kirby announced the Fourth Readin~ of Ordinance No. D-1514-01; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 2, Division VI, Article 4, Section 2-
111 of the Cannel City Code (Police and Fire Pension Funds). Councilor Rundle presented this matter to
Council. There was no discussion. Ordinance No. D~1514-01 was approved 5-0.

Council. Council President Kirby opened the matter for Public Hearing at 7:24 p.m. Seeing no one who
wished to speak, Council President Kirby closed the Public Hearing at 7:24 p.m. There was Council
discussion. Council President Kirby referred Ordinance No. Z-366-01 to the Annexation and Land Use
Committee for further review and consideration.
NEW BUSINESS:
Council President Kirby announced Resolution No. CC-11-19°01-01; A Resolution of the Common Council
of the City of Carmel, Indiana, Authorizing a Transfer of Funds by the Carmel Fire Department
($7,000.00/$15,000.00). Councilor Snyder moved to introduce this item into business together with the
following Resolution No. CC-11-19-01-02 as they are relative to one another. Councilor Rundle seconded
on both matters. Chief Douglas Callaban of the Can~el Fire Department presented the purpose of each
Resolution to Council. There was Council discussion. Chief Callaban responded to Council questions.
Resolution No. CC-11-19-01-01 was approved 5-0.
Council President Kirby announced Resolution No. CC-11-19-01-02; A Resolution of the Common Council
of the City of Cannel, Indiana, Authorizing a Transfer of Funds by the Carreel Fire Department
($12,000.00/$15,000.00). Upon introduction and presentation with the above-referenced Resolution, Chief
Callahan responded to Council questions. There was brief discussion. Resolution No. CC-11-19-01-02 was
approved 5-0.
Council President Kirby announced Resolution No. CC-11-19-01-03; A Resolution of the Common Council
of the City of Carmel, Indiana, Approving the Enlargement of the Parkwood Economic Development Area.
Councilor Carter moved to introduce this item into business. Councilor Snyder seconded. Council
President Kirby presented this matter to Council. There was brief discussion. Resolution No. CC- 11 - 19-01 -
03 was approved 5-0.
Council President Kirby announced Resolution No. CC-11 ~ 19-01-04; A Resolution of the Common Council
of the City of Carmel, Indiana, Authorizing a Transfer of Funds by the Carmel Police Department
($11,387.30). Councilor Wilson moved to introduce this item into business. Councilor Snyder seconded.
Councilor Wilson presented this matter to Council. Councilor Rundle indicated an error with reference to
the requesting department in this Resolution. Councilor Wilson moved to amend the Resolution to correct a
scrivener's error, thus changing all references to read Carmel Police Department. Councilor Snyder
seconded the amendment. The amendment was approved 5-0. Resolution No. CC-11-19-01-04 was
approved 5-0.
OTHER BUSINESS:
Council President Kirby announced the Request for Limousine Renewal License for Best Limo Service, Inc.
Councilor Wilson moved to approve the renewal for Best Limo Services, Inc. Councilor Rundle seconded.
The Request for Renewal was approved
ANNOUNCEMENTS:
Council President Kirby acknowledged the presence of a Boy Scouts Troop observing the Council meeting
and extended the opportunity to them to meet and/or discuss any questions with the Carmel City Council.
Councilor Snyder reminded the community to take extra precautions when leaving packages in their cars
during the holiday season and to be safe.
Council President Kirby advised of a letter received from the Cannel Arts Council seeking additional funds
to assist with work in progress for a new garden sculpture. Council President Kirby suggested that the
Council donate funds from their Promotional Funds budget. There was discussion concerning the amount of
funds available in that account, Council President Kirby stated he would check on the amount available for
donation and continue this discussion at a later date.
ADJOURNMENT:
Council President Kirby turned the meeting over to the Mayor for adjournment pending the execution of
documents. The meeting was adjourned at 7:55 p.m.
