ORDINANCE D-2616-22
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA
APPROVING AN INCREASED COST OF LIVING ADJUSTMENT FOR 2022 CARMEL FIRE
DEPARTMENT EMERGENCY MEDICAL SERVICES FEES
Synopsis:
Approves a 5.1% cost-of-living adjustment for Emergency Medical Services Fees charged
by the Carmel Fire Department in 2022.
WHEREAS, the Carmel Fire Department (“CFD”) provides emergency medical services for the
City of Carmel, Indiana (the "City"); and
WHEREAS, in order to offset the costs incurred with providing these vital services, the Carmel
Common Council (the “Council”) has authorized CFD to charge a reasonable fee for the provision of
emergency medical services; and
WHEREAS, Carmel City Code §2-96 sets forth the fee schedule for emergency medical services
provided by CFD, including an automatic annual cost-of-living adjustment (“COLA”) of 3% unless the
Carmel Common Council amends or adjusts the percentage of the COLA; and
WHEREAS, due to the rate of inflation over the past year, the Centers for Medicare and Medicaid
Services recently set the 2022 ambulance inflation factor at 5.1%, which would allow CFD to increase its
fees by 5.1% in 2022 rather than the standard 3% increase; and
WHEREAS, due to the increased cost of providing emergency medical services brought about by
the current inflation rate, it is in the best interests of the City of Carmel to increase the COLA for
emergency medical services fees in 2022 by 5.1%.
NOW, THEREFORE, IT IS AGREED AND ORDAINED by the Common Council of the City
of Carmel, Indiana, that:
Section 1. The foregoing Recitals are incorporated herein by this reference.
Section 2. The cost-of-living adjustment for emergency medical services fees charged by the
Carmel Fire Department in 2022 shall be 5.1%.
