Exception. The minutes appear to be the only approval that was given.

Per your request, I am r -submi • g the project site detail with existing and proposed
contours for the Telecommunication Cell Site at 862 W. 1314 Street. The elevation of
the site interior compound area, which is inside the fence, will be raised approximately 2
feet to adequately get the area and equipment above the 100-year flood plane.
We are concerned that the proposed 6' shadow box fence will need to be raised to an 8'
shadow box fence to cover the interior change in elevation to the site. Although no
indication in your ordinance deals with this issue we want to be proactive to your
requirements.
I would appreciate a response as soon as possible, as we would like to complete our
procurement to this project. I can be reached at 317-299-2996.

I am sending this letter in support of the petition by Lattice Communications for a zoning
variance to construct a cellular phone tower in Western Clay Township,to be located east of
Spring Mill Road,at an existing substation.
As a Sprint PCS customer,I was most disappointed to find that my service level was so poor in
the area surrounding my home. I carry a mobile phone both for convenience and for safety
reasons. The phone does not work near Spring Mill Road,anywhere north of 1315'Street. Other
parts of the township have inconsistent signal Ievels. While it is disappointing is that it does not
work reliably in my home,it is frightening to think that if I were stranded in any part of Western
Clay Township,I might not be able to call for help in an emergency.
After I became a Sprint PCS customer,I discovered this problem-I contacted Sprint to find out
whether or not they were going to make any improvements. I told them that I was considering
changing to a different provider- Unfortunately,when I contacted other cellular providers,every
one of them acknowledged that West Clay coverage was very poor, because there weren't
sufficient towers_
Withthe rate of development in West Clay,the number of cellular customers will continue to
increase, There is little or no commercial development planned for this area. It is reasonable to
consider other kinds of locations for these towers. This Board should consider what options are
available. This is a non-residential property whose esthetic appeal would not be negatively
impacted with the addition of a tower.
Lattice has indicated that they have tried several times to find an acceptable tower location. They
have met with a lot of resistance. I would hate to think they(and other cellular providers and
tower owners)would not be able to serve the citizens of West Clay Township.
While nobody wants a tower in their backyard,everyone wants to be able to use their mobile
phones.
I hope that you will carefully consider all the needs of the community as you evaluate this
proposal.
