The applicant seeks the following development standards variance approval:
1. Docket No.PZ-2021-000193 V UDO Section 5.10 (and City Code Chapter 10 Article 5 A(11)(a)-
Carmel Flood Hazard Areas Ordinance) On-site floodplain compensatory storage required,Off-site
compensatory storage requested(in same watershed,at 1342 E. 116th St.).
The site is located at 4250 E. 96th Street. It is zoned B3/Business and partly located in the SFHA/Special Flood
Hazard Area.Filed by Rick Lawrence of Nelson&Frankenberger,LLC on behalf of Napleton Automotive
Group.
Petitioner: Jon Dobosiewicz,Nelson&Frankenberger:
• Approximately 9.5 acres on the west side of Randall Drive,just north of 96th Street
• We received a letter of support and approval from the Carmel Engineering Dept.

Department Report: Rachel Keesling:
• The DP/ADLS plan for this site was approved in July 2021,and part of this project was to always include off-site
compensatory storage.This variance request is to allow off-site compensatory storage. It will expand the existing
off-site compensatory storage at 116th street.
