Tuesday, January 4, 2022 Meeting Minutes
LOCATION: Caucus Rooms,City Hall
Members Present: Sue Westermeier(Chair),Christine Zoccola,Josh Kirsh,Came Holle(joined virtually).
Staff Present: Rachel Keesling-Planning Administrator,Alexia Lopez-Planning Administrator,
Joe Shestak-Administrative Assistant, Sergey Grechukhin- Legal Counsel to Plan Commission
Meeting Time: 6:00 p.m.
1. Docket No.PZ-2021-00195 DP/ADLS: Matriarch Birth Center.
The applicant seeks site plan and design approval for a new medical health center,to be located south of the
existing building at 520 N.Rangeline. It will be a two story, 7,000 sq.ft.building.The overall parcel size is 0.5
acres.23 parking spaces will be provided. The site is located at 510 N. Rangeline Road. It is zoned B-5/Business
and is located in the Old Town Overlay—Historic Rangeline Subarea. Filed by Justin Moffett of Old Town
Companies.

• With me tonight are the owners of the Matriarch Birth Center
• We've had discussions with Staff since the last Plan Commission meeting
• We got confirmation from the Carmel Engineering where the stormwater will be directed to
• We have made adjustments to the parking drive aisle,bike parking,lighting detail,and landscape plan
• We believe the exterior columns are architecturally appropriate for this building.If there are any concerns,please
let us know.

• Staff doesn't have any outstanding issues with this project.All the remaining items can be worked out by Staff
and the Petitioner.
• Staff recommends approval at tonight's meeting
Committee Comments:
Christine: I think the building and columns look beautiful. The architecture was done great. Josh: I agree.
A Motion made by Kirsh and seconded by Zoccola to approve PZ-2021-00195 DP/ADLS contingent upon the
Petitioner addresses all outstanding ProjectDox/TAC comments. Approved 4-0.
2. Docket No.PZ-2021-00204 PUD: Flora on Springmill PUD Rezone.
The applicant seeks PUD rezone approval to allow a new subdivision consisting of townhomes,duplex homes,
and single-family homes.The site is located at 9950 Spring Mill Rd.and is zoned S-2/Residence. Filed by Jim
Shinaver and Jon Dobosiewicz of Nelson&Frankenberger on behalf of Pittman Partners and Onyx and East,
LLC.
