Tuesday, January 4, 2022 Meeting Minutes
LOCATION: Caucus Rooms,City Hall
Members Present: Sue Westermeier(Chair),Christine Zoccola,Josh Kirsh,Came Holle(joined virtually).
Staff Present: Rachel Keesling-Planning Administrator,Alexia Lopez-Planning Administrator,
Joe Shestak-Administrative Assistant, Sergey Grechukhin- Legal Counsel to Plan Commission
Meeting Time: 6:00 p.m.
1. Docket No.PZ-2021-00195 DP/ADLS: Matriarch Birth Center.
The applicant seeks site plan and design approval for a new medical health center,to be located south of the
existing building at 520 N.Rangeline. It will be a two story, 7,000 sq.ft.building.The overall parcel size is 0.5
acres.23 parking spaces will be provided. The site is located at 510 N. Rangeline Road. It is zoned B-5/Business
and is located in the Old Town Overlay—Historic Rangeline Subarea. Filed by Justin Moffett of Old Town
Companies.
IPetitioner:Justin Moffett
• With me tonight are the owners of the Matriarch Birth Center
• We've had discussions with Staff since the last Plan Commission meeting
• We got confirmation from the Carmel Engineering where the stormwater will be directed to
• We have made adjustments to the parking drive aisle,bike parking,lighting detail,and landscape plan
• We believe the exterior columns are architecturally appropriate for this building.If there are any concerns,please
let us know.
Department Report: Rachel Keesling
• Staff doesn't have any outstanding issues with this project.All the remaining items can be worked out by Staff
and the Petitioner.
• Staff recommends approval at tonight's meeting
Committee Comments:
Christine: I think the building and columns look beautiful. The architecture was done great. Josh: I agree.
A Motion made by Kirsh and seconded by Zoccola to approve PZ-2021-00195 DP/ADLS contingent upon the
Petitioner addresses all outstanding ProjectDox/TAC comments. Approved 4-0.
2. Docket No.PZ-2021-00204 PUD: Flora on Springmill PUD Rezone.
The applicant seeks PUD rezone approval to allow a new subdivision consisting of townhomes,duplex homes,
and single-family homes.The site is located at 9950 Spring Mill Rd.and is zoned S-2/Residence. Filed by Jim
Shinaver and Jon Dobosiewicz of Nelson&Frankenberger on behalf of Pittman Partners and Onyx and East,
LLC.
Sue: Does the Petitioner have a presentation for tonight's meeting?Jon Dobosiewicz: We do have a presentation. Sue: I
would like to bring up the key issues that were brought up by the PC members at the last meeting. Density,tree

preservation,proximity to I-465, single entrance to development,public and private streets,zoning comparison,additional
parking,and public safety.At the next meeting,we can drill down on the architecture and actual units. Christine: I agree
with Sue. It makes sense to discuss the big picture items. We need to discuss the key issues before we discuss the
buildings. Carrie: Can we put a time limit on each line item?Josh: I think they can still make their presentation and
address the key issues. Sue: We need to get the big picture nailed down before moving forward in case there are big
changes that need to be made. We will not be able to get everything done tonight.
Petitioner:Jon Dobosiewicz:
• With me tonight are Steve Pittman,Brandon Bart,Jim Shinaver
• We have made modifications based on Staffs recommendations
• Passed out handouts of aerial views of the subject site from 2000, 2001, 2004, this was a fully wooded site in
2000. Since then,modifications were done to the roadways by the City. Some of the woods were removed due to
the installation of roundabout. Logging and timber have been removed by the previous property owner. The
parcel along Williams Creek is owned by a 3'd party.
• Passed out the site layout. The main discussions with Staff were about tree preservation and density.
• Since this is a PUD request,we do not need to abide to the City's standards on street designs.One of our streets
just includes sidewalks on one side,to enhance opportunities for tree preservation.
• Engineering and BPW wanted us to create a grass paver way south of the main entrance to connect to Spring Mill
Rd for emergency access purposes
• Housing types include single family courtyard homes,duplexes,brownstones,rooftop deck townhomes, and
pitched roof townhomes.
• We have reached out to all surrounding property owners and businesses. We have received support letters and
have not received any negative feedback from adjacent owners.
• Passed out TPA exhibit, we hired Jud Scott,consulting arborist,to provide his expertise on tree preservation
• We will have a path around our site,and it will connect to the existing path along Spring Mill Road
• The site plan that is presented to you is the site layout we worked on with Staff after multiple discussions
• Staff has made suggestions on the architecture. Masonry materials be on all four sides on every unit,with
enhanced elevations on buildings that face the streets and alleys.
• All four sides have already been enhanced on the brownstone elevations,and a brick base will be added to the rear
elevations on the single-family homes
• All garages are rear loading,except for the single-family homes where the garages are recessed
• A 20' x 20' roof-top outdoor useable space will be available for the Brownstones as an amenity
• The enhanced elevations that face streets will have brick up to first floor and a window added
• The majority of the porches are more than 6' deep
• We will bring in exhibits of the topography and views from 1-465.
• We will not exceed 129 units. The layout and types of homes will be what has been presented
Department Report: Alexia Lopez:
• The Petitioner's presentation at tonight's meeting is new to everyone
• Staff did work with the Petitioners on the grid design(street network),front facades along the street,a more
walkable development,have a variety of units,more tree preservation,and rear loading garages
• City Engineering are reviewing the access point at the roundabout
• Staff is still working with the Petitioner on changes to the PUD and we feel we will get a good final project
Committee Comments:
Christine: Is there an example of this color scheme and architecture that I can see in person?Brandon Bart,Onyx and
East: Tenor Park West in Indianapolis at 19th Street and New Jersey. Sue: Can you bring in physical examples of the
colors?Brandon Bart: We can provide some examples.Alexia Lopez: The specific colors would be brought up during
the ADLS process and review.
Sue: Aren't you worried about the noise that is generated from I-465?Brandon Bart: We can budget more for
soundproof windows and doors for the homes along 1-465.Jon Dobosiewicz: There's no amount of landscape or buffer
that will deter the sound. Steve Pittman: Some of the builders I spoke with said the noise bothers them,and they declined
to work with us on a for-sale product.Onyx and East was excited to work with us on this development.

Carrie: What's the depth of the tree line along I-465?Jon Dobosiewicz: Min.of 15' for the tree preservation area along
the ROW. Carrie: What would be visible when the trees have no leaves?Jon Dobosiewicz: We will bring in exhibits to
Ithe next meeting. There's a significant grade change from 1-465 to the rear view of the townhomes.Brandon Bart: The
line of site from a driver on I-465 would be the top floor of the units along the southern property line.
Sue: What type of amenities will you be providing?Brandon Bart: Types of amenities could be a shared gas firepit,
fenced in dog area,hardscaped plaza,benches,pergolas,trails,and an overlook pier. Sue: Can you list and commit to
these amenities and features in the PUD?Brandon Bart: Yes,we can include our list of amenities and features.Josh:
Think of creative ways to make the detention pond amendable and useable.Add an unpaved,dirt path through the woods.
Add signs for the tree preservation area to include"No building any structures in this area"and explain why on the sign.
This will help protect these areas. Add as many raised sidewalks as you can. I like the pavers and traffic calming
mechanisms used within this development.
Christine:After seeing all the exhibits and pictures,I'm getting more comfortable with the housing types. I would like to
see a sightline exhibit from I-465 and to I-465. I would like more preservation with the existing trees.
Josh: If housing product#4 didn't sell(units along the southern border,along I-465),could you just preserve this area,
keep the existing trees,and treat this space as greenspace?Christine: Can you remove the last row of homes closest to I-
465 and just preserve the trees in that area?Jon Dobosiewicz: When grading is done during the development planning
stage,we probably won't be able to the save the trees where the last row of townhomes will be,but we may be able to
plant trees back if those homes don't sell.
Sue: I wasn't comfortable with this plan,but after hearing it tonight, I feel a little better. I don't like there's only one
access entrance.Jon Dobosiewicz: We had this discussion with Engineering and Fire Department,and they said to
include the emergency access point.
ISue: Can you bring us a zoning comparison chart?Jon Dobosiewicz: We will provide that at the next meeting.
Sue: Can you bring in color samples?Brandon Bart: We can bring in color samples.
Sue: What happens if a homeowner wants to host a party for 30 people?What can we do about additional parking?Is
there any overflow parking available?Jon Dobosiewicz: The PUD calls for about 90 plus on-street parking spaces.
There's defined on-street parking spots throughout the development. We will provide a parking plan at the next meeting.
Brandon Bart: The center duplex units and single-family dwellings are the only housing types that provides driveway
parking.Josh: We need to include in the PUD you can't transform your garage space to living or storage space. Steve
Pittman: We can include that in our HOA documents.Jon Dobosiewicz: We can include it in the PUD. Brandon Bart:
For all the other units,the driveways aren't driveways. They are drive aprons.They are only 5.5' long and can't
accommodate parking.Josh: I'm not worried about the overflow parking. There's a large parking lot across the street
(Spring Mill Road). Sue: That's not a safe solution.Josh: I'm worried of people not using their garage to park their cars
but using their garages to store stuff. Christine& Sue: We can eliminate the units along I-465 and create parking spaces
here.Alexia Lopez: I don't want to create a sea of parking in this development if it's not being used all the time. Let's
wait until the Petitioner presents to us their parking plan and numbers. Carrie: I agree with Alexia. We need to look at the
demographic who's buying this type of product.Josh: They can tell their guests to use the on-street parking,or to park at
the parking lot across the Spring Mill Road roundabout. There is path and crosswalks to get across the roundabout.
Josh: I would like to request covered bike parking for 3-4 bikes,with a pump and tuning station.
This item will continue at the February F',2022 Residential Committee.
