NEW BUSINESS First Reading of Ordinance No. D-1622-03; An Ordinance of the Common Council of the City of Carmel, Indiana, Concerning the Refunding By the City of Carmel, Indiana, of Its Waterworks Revenue Bonds of 1993, Series B; Authorizing the Issuance of Waterworks Refunding Revenue Bonds, Series 2003A for Such Purpose, Providing for the Collection, Segregation and Distribution of the Revenues of the Waterworks and the Safeguarding of the Interests of the Owners of the Waterworks Refunding Revenue Bonds, Series 2003A; Other Matters Connected Therewith; and Repealing Ordinances Inconsistent Herewith; Sponsor: Councilor Kirby Resolution No. CC-03-03-03-01 (Formerly Resolution No. CC-12-02-02-03); A Resolution of the Common Council of the City of Carmel, Indiana, Supporting the Actions of the Hamilton County Council to Work With the US 31 Coalition on the Design of the US 31 Improvement Project; Sponsor: Council President Snyder 13. COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard; Council President Luci Snyder; Council Members Kevin Kirby, John Koven, Norm Rundl¢, and Wayne Wilson; Clerk-Treasurer Diana Cordray and Deputy Clerk-Treasurer Carrie Gallagher were also present. Mayor Brainard called the meeting to order at 7:03 p.m. CPD Chaplain Patty Payntor of the Carmel United Methodist Church pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: Mayor Brainard presented an Outstanding Citizen Award to two Carmel youths, Daniel Kent and Joe Hester, in recognition of their volunteer efforts in our community. Both young men were recently chosen as our state's Top Two Youth Volunteers in the annual Prudential Spirit of Community Awards. APPROVAL OF MINUTES: Councilor Wilson moved to approve the Minutes of the February 17, 2003 Regular Meeting. Rundle seconded. The Minutes were approved 5-0. Councilor RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: There were none. COUNCIL~ MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: Mayor Brainard announced on behalf of the Carmel Fire Department that the community is invited to a Reverse Raffle to be held on March 8, 2003 at 6:00 p.m. ACTION ON MAYORAL VETOES: There was none. CLAIMS: Councilor Rundle moved to approve claims in the amount of $308,788.t52 and $1,081,122.152. Wilson seconded. Claims were approved 5-0. Councilor COMMITTEE REPORTS: Councilor Wilson stated on behalf of absent Councilor Carter that the Administration Committee has not met. Future meetings of the Committee will be scheduled only as needed. Councilor Koven stated that the Annexation and Land Use Committee has not met. The next regular meeting of the Committee is scheduled for March 13, 2003, at 7:00 p.m. in the Caucus Room. Council President Snyder stated that the Economic Development Committee has not met. Future meetings of the Committee will be scheduled only as needed. Council President Snyder reported that the Finance Committee has not met since the last meeting of Council. The next regular meeting of the Committee is scheduled for March 13, 2003, at 9:00 a.m. in the Clerk-Treasurer's Office. Councilor Rundle stated that the Parks and Recreation Committee has not met. The next regular meeting of the Committee is scheduled for April 7, 2003, at 3:30 p.m. in the Caucus Room. Councilor Wilson reported that the Public Safety Committee met on March 3, 2003, at which time the Committee received departmental updates and discussed Ordinance Nos. D-1617-03 and D-1618-03, which will both remain in Committee for additional review and consideration. The next regular meeting of the Committee is scheduled for April 7, 2003, at 10:00 a.m. in the Caucus Room. Councilor Koven stated that the Rules Committee has not met. The next regular meeting of the Committee is scheduled for March 28, 2003, at 8:00 a.m. in the Caucus Room. Councilor Kirby stated that the Utilities and Transportation Conunittee has not met. Future meetings of the Committee will be scheduled only as needed. OLD BUSINESS: Council President Snyder announced the Second Reading of Ordinance No. D-1617-03; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 4, Section 8-34 of the Carmel City Code (School Bus Loading Zone). Council President Snyder referred Ordinance No. D-1622-03 to the Finance Committee for further review and consideration. Council President Snyder announced Resolution No. CC-03-03-03-01 (Formerly Resolution No. CC-12-02- 02-03); A Resolution of'the Common Council of the City of Carmel, Indiana, Supporting the Actions o£the Itamilton County Council to Work With the US 31 Coalition on the Design o£ the US 31 Improvement Project. Councilor Wilson moved to introduce this item into business. Councilor Kirby seconded. Council President Snyder presented this matter to Council. There was brief' discussion. Resolution No. CC-03-03- 03-01 was approved by a vote of 5-0. OTHER BUSINESS: There was discussion concerning the Council meeting currently scheduled for April 7, 2003, which falls during the week of Carmel Schools Spring Break. This meeting may bc canceled due to lack of a quorum. ANNOUNCEMENTS: There were none. ADJOURNMENT: Mayor Brainard moved to adjoum pending the execution of documents.
