COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard. Council President Luci Snyder; Council Members; Ron Carter, Norm Rundle, Bob BattrealI, John Koven, Wayne Wilson and Kevin Kirby; Depute Clerk Treasurer; Sandy Johnson Clerk Treasurer, Diana Cordray was absent. Council President Luci Snyder called the meeting to order at 7:01 p.m. (The Mayor entered the room at 7.'03 p.m.; Councilor Rundle entered the meeting at 7.'04 p.m.) Pastor Randy Wardwell, Carmel Apostolic Church, gave the Invocation Council President Snyder led the Pledge of Allegiance RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Rundle moved to approve the Minutes for the July 29, 2003 Special Meeting. Councilor Kirby seconded. Minutes were approved 5 d~X. Councilor Koven and Councilor Wilson abstained. Councilor Rundle moved to approve the Minutes for the August 4, 2003 Regular Meeting. Councilor Kirby seconded. Minutes were approved 7 - 0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: Regarding the Planning and Zoning Joinder The following people spoke in opposition of the dissolution of the Joinder Agreement: Judy Hagan - 10701 North College - Clay Township Trustee Sue Dillon - 507 Cornwall Court - President of the Carmel Parks Board Brian Mayo - 541 Ash Drive - City Council Member Elect Joseph M. Scimia - Baker and Daniels on behalf of Clarian Health Partners requesting the Council to hold a special meeting to discuss the agreement between Clarian Health Partners and the Carmel Redevelopment Commission. COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: There was extensive Council discuss on the Clarian Health Partners request. Council President Snyder called for a Special Meeting to be held on Monday, August 25, 2003, at a time that would be determined later. Council President Snyder asked the Mayor about the Web-site being shut down and requested an update on this issue as soon as possible. Council President Snyder requested that the police start directing traffic at the other major intersections on Keystone Avenue during the 116th Construction closure. Mayor James Brainard stated that this was being looked into. Councilor Carter stated that he had noticed police patrols at the major intersections on Keystone Avenue to try to decrease the running of red lights. Mayor James Brainard stated that several tickets had been issued. -- The Mayor has sent a letter to the State regarding the problems on Keystone Avenue. Mayor James Brainard noted that he bad a three hour meeting regarding the US 31 road project and felt that it was very positive. ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Rundle moved to approve the claims in the amount of $33,633.40 and $1,840,198.50. Councilor Wilson seconded. Claims approved 7 - 0. COMMITTEE REPORTS: Councilor Carter stated that the Administration Committee has not met. Future meetings of the Committee will be scheduled only as needed. Councilor Koven stated that the Annexation and Land Use Committee met on August 14, 2003 at 7:00 p.m. and discussed several Ordinances. Z-405-03, D1703-03, D1645-03, Resolution 08-04-03-03 all passed with __ a 3-0 recommendation. Z406-03 passed with a 2-1 recommendation. These will come to the Council at the next meeting on September 15, 2003. The amended Fiscal Plans for C257 - C260 are on the agenda tonight for action. Council President Snyder stated that the Economic Development Committee has not met. Future meetings of the Committee will he scheduled only as needed. Council President Snyder stated that the Finance Committee met on August 14, 2003 amended Ordinance No's. D1629, 1630, 1631, 1643 and 1644-03. Also, D1639-03 was approved by the Finance Committee. All ordinances are on the agenda for tonight's meeting. Councilor Carter stated that the Parks and Recreation Committee has not met. Future meetings of the Committee will be scheduled only as needed. Councilor Wilson stated that the Public Safety Committee has not met. The next meeting will be September 15, 2003 at 10:00 a.m. Councilor Koven stated that the Rules Committee has not met. Future meetings of the Committee will be scheduled only as needed. Councilor Kirby stated that the Utilities and Transportation Committee has not met. Future Meetings of the Committee wilt be scheduled only as needed. -- OLD BUSINESS: Council President Snyder announced the Second Reading of Ordinance No. C-25~; An Ordinance of the Common Council of the City of Carmel, Indiana, Annexing Certain Territory to the City of Carmel, Indiana, Placing the Same Within the Corporation Boundaries Thereof and Making the Same a Part of the City of Carmel (Clay Township Regional Waste District Lift Station). There was no Council discussion. Ordinance No. C-252 was approved by a vote of 7 - 0. Council President Snyder announced the Second Reading of Ordinance No. C-253; An Ordinance of the Common Council of the City of Carmel, Indiana, Annexing Certain Territory to the City of Carmel, Indiana, Placing the Same Within the Corporation Boundaries Thereof and Making the Same a Part of the City of Carmel (King of Glory). There was Council discussion. Councilor Battreall moved to amend the language regarding the City Attorney's salary. Councilor Wilson seconded. Motion to amend was defeated 4 - 3. Councilors Kirby, Koven, Snyder and Rundle voted against the amendment. There was Council discussion. Councilor Kirby made a motion to amend the Ordinance as recommended by the Finance Committee. Councilor Rundle seconded. Motion to amend was approved by a vote of 5 - 2. Councilors Battreall and Carter were opposed. Councilor Kirby moved to approve as amended. Councilor Rundle seconded. Councilor Rundle gave a brief explanation. There was Council discussion regarding the increase in longevity from $150.00 to $200.00, retroactively. Councilor Kirby moved to amend as recommended by the Finance Committee. Councilor Rundle seconded. Motion to amend was approved by a vote of 7 - 0. Councilor Kirby moved to approve as amended. Councilor Battreall seconded. Ordinance No. D-1644-03 was approved by a vote of 7 - 0. Council President Snyder opened the Public Hearing at 8:23 p.m. Seeing no one wished to speak, Council President Snyder closed the Public Hearing at 8.'23.'00.'30 p.m. There was Council discussion.
