ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard; Council President Luci Snyder; Council Members; John Koven, Norm Rundle, Wayne Wilson, Deputy Clerk Treasurer, Sandy Johnson Council Members; Bob Battreall and Ron Carter and Clerk Treasurer, Diana Cordray were absent. Mayor Brainard called the Meeting to Order at 7:01 p.m. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: Mayor Brainard addressed the Council and Public regarding the actions of the City Employees during the recent flooding. He commended all of the employees for their tireless efforts and work during the flooding period. Council President Snyder made comments. OLD BUSINESS: Council President Snyder announced the Second Reading of Ordinance No. C-257: An Ordinance of the Common Council of the City of Carmel, Indiana, Annexing Certain Territory to the City of Cannel, Indiana, Placing the Same Within the Corporation Boundaries Thereof and Making the Same a Part of the City of Carmel (111th & Westfield). Councilor Koven gave a brief explanation. There was no Council discussion. Ordinance No. C-257 was approved by a vote of 4 - 0. Council President Snyder announced the Second Reading of Ordinance No. C-258; An Ordinance of the Common Council of the City of Carmel, Indiana, Annexing Certain Territory to the City of Carmel, Indiana, Placing the Same Within the Corporation Boundaries Thereof and Making the Same a Part of the City of Carmel (96th & Westfield). Councilor Koven gave a brief explanation. There was no Council discussion. Ordinance No. C-258 was approved by a vote of 4 - 0. Council President Snyder announced the Second Reading of Ordinance No.C-259: An Ordinance of the Common Council of the City of Carmel, Indiana, Annexing Certain Territory to the City of Carmel, Indiana, Placing the Same Within the Corporation Boundaries Thereof and Making the Same a Part of the City of Carmel (116th & Pennsylvania). Councilor Koven gave a brief explanation. There was brief Council discussion. Ordinance No. C-260 was approved by a vote of 4 - 0. Council President Snyder announced the Second Reading of Ordinance No. D-1646-03; An Ordinance of the Common Council of the City of Carmel, Indiana, Adopting Chapter 4, Article 1, Division III, Section 4 -31, of the Carmel City Code (Firing Range Fees). There was brief Council discussion. Chief Michael Fogarty answered questions. Ordinance No. D-1646-03 was approved by a vote of 4 - 0. NEW BUSINESS: Council President Snyder announced the First Reading of Ordinance No. D-1651-03; An Ordinance of the Common Council of the City of Cannel, Indiana, Enacting and Adopting A Supplement to the Code of Ordinances of the City of Carmel (Second Quarter 2003). Councilor Rundte made a motion to move into business. Councilor Wilson seconded. There was brief Council discussion. Ordinance No. D-1651-03 was referred to Finance Committee. Council President Snyder announced Resolution No. CC-09-03-03-0]; A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds to the Budget of the Police Department. Them was brief Council discussion. Chief Michael Fogarty answered questions. Resolution No. CC-09-03-03-0] was approved by a vote of 4-0.
