MINUTES
MONDAY, DECEMBER 29, 2003 -- 4:00 P.M.
COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE
MEMBERS PRESENT:
Councit President Luci Snyder; Council Members Kevin Kirby, John Koven, Norm Rundle and Wayne
Wilson; Clerk-Treasurer Diana Cordray and Deputy Clerk-Treasurer Carrie Gallagher were also present.
Mayor James Brainard and Councilors Bob Battreall and Ron Carter were absent.
Council President Snyder called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES:
Councilor Wilson moved to approve the Minutes of the December 15, 2003 Regular Meeting. Councilor
Rundle seconded. The Minutes were approved 4-0. (Councilor Koven was not yet present at the meeting.)
Councilor Wilson moved to approve the Minutes of the December 18, 2003 Special Meeting. Councilor
Rundle seconded. The Minutes were approved 4-0. (Councilor Koven was not yet present at the meeting.)
CLAIMS:
Councilor Rundle moved to approve claims in the amount of $2,725,858.54. Councilor Wilson seconded.
Claims were approved 4-0. (Councilor Koven was not yet present at the meeting.)
OLD BUSINESS:
There was none.
Councilor Koven entered the meeting at 4:02 l~.m.
PUBLIC HEARINGS:
Council President Snyder announced the Second Reading of Ordinance No. Z-440-03; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning District Classification - the Property Known as
Burlingame (as proposed) from the S-I/Residence District Classification to the R-2/Residence District
Classification. Councilor Koven advised Council that the Annexation and Land Use Committee met in a
__ special meeting scheduled prior to the Special Meeting of Council on this date and reported a 3-0 favorable
recommendation of this Ordinance to Council. Council President Snyder opened the matter for Public
~-Iearing at 4:03 p.m. Seeing no one who wished to speak, the Public Hearing was closed at 4:03:30 p.m.
There was no Council discussion. Ordinance No. Z-440-03 was approved by a vote of 5-0.
Council President Snyder announced the Second Reading of Ordinance No. Z-441-03; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning District Classification - the Property Known as
Burlingame (as proposed) from the S-l/Residence District Classification to the R-4/Residence District
Classification. Councilor Koven reported the Annexation and Land Use Committee's 3-0 favorable
recommendation of this Ordinance to Council. Council President Snyder opened the matter for Public
Hearing at 4:04 p.m. Seeing no one who wished to speak, the Public Heating was closed at 4:04:30 p.m.
There was no Council discussion. Ordinance No. Z-441-03 was approved by a vote of 5-0.
NEW BUSINESS:
Council President Snyder announced the First Reading of Ordinance No. D-1662-03; An Ordinance of the
Common Council of the City of Carmel, Indiana, Enacting and Adopting a Supplement to the Code of
Ordinances of the City of Carmel, Indiana (Third Quarter ALP Supplement). Councilor Wilson moved to
introduce this item into business. Councilor Rundle seconded. Council President Snyder presented this
matter to Council. There was no discussion. Councilor Wilson moved to suspend the roles sending this
matter to Committee and to vote on this item this evening. Councilor Rundle seconded. The motion was
approved by a vote of 5-0. Ordinance No. D-1662-03 was approved 5-0.
Council President Snyder announced Resolution No. CC-12-29-03-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds in the 2003 Budget of the
Engineering Department ($44,500.00). Councilor Wilson moved to introduce this item into business.
-- Councilor Rundle seconded. Fred Glaser, with the Department of Engineering, provided an explanation for
the transfer request and responded to Council questions. There was brief discussion. Resolution No. CC-
12-29-03-01 FAILED with a vote of 3-2.
ADJOURNMENT:
Council President Snyder moved to adjourn pending the execution of documents.
