COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard; Council President Luci Snyder; Council Members Kevin Kirby, Norm Rundle, Bob Battreall, Ron Carter and Wayne Wilson; Clerk-Treasurer Diana Cordray and Deputy Clerk-Treasurer Carrie Gallagher were also present. Councilor John Koven was absent. Council President Snyder called the meeting to order at 7:06 p.m. Pastor Gary Zigler of Orchard Park Church pronounced the Invocation. -- Council President Snyder led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF 1VIINUTES: Councilor Rundle moved to approve the Minutes of the November 17, 2003 Regular Meeting. Councilor Wilson seconded. Councilor Rundle corrected a scrivener's error on Page Two. The Minutes were approved, as corrected, 5-0. Councilor Battreall abstained since he was not present at the meeting. RECOGNITION OF PERSONS WHO WISH TO ADDRESS T-~: COUNCIL: Richard Frost of 507 Stonehedge Drive, addressed Council regarding the state of the City. COUNC]L~ MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: There were none. ~AcTION ON MAYORAL VETOES: There were none. Mayor Brainard entered the meeting at 7:12p. m. CLAI/VIS: Councilor Rundle moved to approve claims in the amount of $303,061.89 and $2,003,813.64. Wilson seconded. Claims were approved 6-0. Councilor COMMITTEE REPORTS: The Administration Committee has not met. Future meetings of the Committee will be scheduled only as needed. The Annexation and Land Use Committee has not met. The next regular meeting of the Committee is scheduled for December 1 i, 2003, at 7:00 p.m. in the Caucus Room. Council President Snyder stated that the Economic Development Committee has not met. Future meetings of the Committee will be scheduled only as needed. Council President Snyder stated that the Finance Committee has not met. The next regular meeting of the Committee is scheduled for December 11, 2003, at 9:00 a.m. in the Clerk-Treasurer's Office. Councilor Carter stated that the Parks and Recreation Committee has not met. Future meetings of the -- Committee will be scheduled only as needed. Councilor Wilson stated that the Public Safety Committee meeting scheduled for this date was canceled due to lack of an agenda. The next regular meeting of the Committee is scheduled for January 5, 2003, at 10:00 a.m. in the Caucus Room. The Rules Committee has not met. The next regular meeting of the Committee, scheduled for December 26, 2003, at 8:00 a.m. in the Caucus Room, is canceled due to the holiday. Councilor Kirby stated that the Utilities and Transportation Committee has not met. Future meetings of the Committee will be scheduled only as needed. OLD BUSINESS: Council President Snyder announced the Third Reading of Ordinance No. C-261; An Ordinance of the Common Council of the City of Carmel, Indiana, Annexing Certain Territory to thc City of Carmel, Indiana, and Placing the Same Within the Corporate Boundaries Thereof and Making thc Same a Part of the City of Carmel. Councilor Wilson presented this matter to Council. There was no discussion. Ordinance No. & 261 was approved 6-0. Council President Snyder announced the Second Reading of Ordinance No. D-1625-03; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 4, Article 3, Division IV, Section 4-79 of the Carmel City Code (Alarm Permits). Councilor Battreall presented this matter to Council and --recommended its withdrawal from business. There was brief discussion. Ordinance No. D-1625-03 was withdrawn from Council business. Council President Snyder announced the Second Reading of Ordinance No. D-1657-03; An Ordinance the Common Council of the City of Carmel, Indiana, Fixing Salaries of Elected Officials of the City of Cannel, Indiana, for the Year 2004. Council President Snyder presented this matter to Council. There was no discussion. Ordinance No. D-1657-03 was approved 6-0. Councilor Wilson moved to introduce this item into business. Councilor Battreall seconded. Councilor Kirby presented this matter to Council. John Duffy, Director of the Utilities Dep0xtment, provided additional information for consideration. There was Council discussion. Councilor Kirby moved to suspend the rules sending this matter to Committee. Councilor Wilson seconded. Thc motion was approved by a vote of 6-0. Ordinance No. A-89-03 will return to Council on December 15, 2003. Council President Snyder announced the First Reading of Ordinance No. S-70-03; An Ordinance of the Common Council of the City of Cannel, Indiana, to Budget Expenditures for the Operation and Depreciation Funds for the Wastewater Utility. Councilor Rundle moved to introduce this item into business. Councilor Wilson seconded. Councilor Kirby presented this matter to Council. Councilor Rundle seconded such motion. The motion was approved by a vote of 6-O. Ordinance Nos. Z- 421-03 through Z-432-03 will be forwarded to the Plan Commission for appropriate action. Council President Snyder announced Resolution No. CC-12-01-03-01; A Resolution of the Common Council of the City of Carmel, Indiana, Concerning a Street Name (Westfield Boulevard). Councilor Wilson moved to introduce this item into business. Councilor Carter seconded. There was Council discussion. Council President Snyder referred Resolution No. CC-12-01-03-01 to the Annexation and Land Use Committee for further review and consideration. OTHER BUSINESS: ANNOUNCEMENTS: Councilor Battreall indicated this would be his last Council meeting and thanked all members for the opportunity to work with them through the years. 4
