Carmel, IN 46032 Re: Carmel Clay Public Library – Sign Variances PZ-2022-00019 -00020 V Dear Ms. Conn: This letter is the written response requested in an email addressed to me (Antone Sgro) on January 31st 2022. Written response was requested by Friday, February 18th at noon. Response to Preliminary Review Comments: Preliminary Review Comments - Petitioner, please respond in writing to the following by Noon, Friday, Feb. 18: a) Comment: Please make checks payable to City of Carmel if you are paying via check. a. Response: It is our understanding the library will not be paying fees associated with the sign permit or variance. If this is not correct, please let me know. b) Comment: Provide a copy of the Official List of Adjacent Property Owners from the Hamilton County Auditor’s Office. (Make sure to check ‘Carmel BZA’ on their form.) a. Response: See attachment with this letter for Official List of Adjacent Property Owners. c) Comment: *The Current in Carmel only prints on Tuesdays, and their filing deadline is usually 11 days prior to their printing date. Please submit your Microsoft Word file of the legal ad to them before Noon, Friday Feb. 4 so that it prints on time. Their contact info is 317-489-4444 or legals@youarecurrent.com. (Please refer to the Handout/Application for a Template of wording to use for the legal ad and the mailings.) a. Response: The Current in Carmel received our Public Notice on February 3rd (confirmed via email). The Current published the Public Notice today, 2/15. We will share the affidavit of publication once we receive it. 2 d) Comment: The mailings/notices to the neighbors should be done by first class mail with Certificate of Mailing (not Certified Mail). (Please provide us with the certificate of mailings for the file on or before Wed., Feb. 23.) a. Response: The mailings to the neighbors were sent via First Class Mail with a Certificate of Mailing. See attachment for scanned white receipts with post office stamped. e) Comment: Please provide the filled out & notarized Placement of Public Notice Sign Placement Affidavit form (found in Handout/Application) once the sign is placed. a. Response: We will provide signed and notarized Placement of Public Notice Sign affidavit by Friday, February 18th. This will be included in the BZA packet delivered by Friday, February 18th. f) Comment: Please provide the filled out & notarized Petitioner’s Affidavit of Notice of Public Hearing form (found in Handout/Application). a. Response: We will provide signed and notarized Petitioner’s Affidavit of Notice of Public Hearing form by Friday, February 18th and will include a copy in each BZA packet. g) Comment: Please provide the filled out Notice of the Public Hearing form/template (found in Handout/Application). a. Response: We will provide a Notice of the Public Hearing form/template by Friday, February 18th and will include a copy in each BZA packet. h) Comment: Please provide proof of notice, such as Publisher’s Affidavit from the newspaper, once you receive them. a. Response: We will provide Publisher’s Affidavit from the newspaper upon receipt. Per email with Jackie at The Current, we should receive it in the next day or two. i) Comment: Please make sure to list out the true practical difficulties and hardships associated with having to comply with the zoning ordinance. a. Response: We will provide practical difficulties and hardships associated with the zoning ordinance as it relates to this property. j) Comment: Additional review comments from the Planning/Zoning Department, if any, will be issued through ProjectDox, our electronic plan review software, once the ePlan/ProjectDox contact uploads the plans/documents and completes the Applicant Upload task. a.
