FRIDAY, JULY 2, 2004 - 9:00 A.M.
COUNCIL CHAMBERS / CITY HALL / ONE CMC SQUARE
MEMBERS PRESENT:
Council President Ron Carter; Council Members Rick Sharp, Brian Mayo, Joe Griffiths, Fred Glaser
Rattermann; and Deputy Clerk-Treasurer's Lois Fine and Sandy Johnson were also present.
Mayor James Brainard, Clerk-Treasurer Diana Cordray, Council Member Kevin Kirby were absent.
Council President Carter called the meeting to order at 9:03 a.m.
Council Member Brian Mayo pronounced the Invocation.
Council President Carter led the Pledge of Allegiance.

COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Cozmcilor Mark Rattermann informed Council there would be a Mining 101 class being held after the Council
meeting.

Councilor Mayo moved to approve claims in the amount of $441,293.93. Councilor Sharp seconded. Claims
were approved 6-0.
COMMITTEE REPORTSi
Council President Carter reported that the Finance, A Aministration and Rules Committee has not met.
Councilor Rattermann reported that the L~and Use, Annexation and Economic Development Comm/tt~ has
not met.
Councilor Sharp stated that the P~arks, Recreation and Arts Committee has not met.
Councilor Kirby - Utilities, Transportation and Pubhc Safety. Committee was not present.

a. Council President Carter announced the First Readinc, of Ordinance No. C-264; An Ordinance
of the Common Council of the City of C-armel, Indian~, Annexing Certain Territory to the City of

Carmel, Indiana, Placing the Same within the Corporate introduce this item into
Part of the City of Carmel (Home Place). Councilor Sharp moved to
business. Councilor Glazer seconded. Councilor Ratterman presented this matter to Council.
There was brief Council discussion. Council President Carter referred Ordinance No. C-264 to the
Land Use, Annexation and Economic Development Committee for further reviexv and
consideration.
b. Council President Carter announced the First Readin~ of Ordinance No. D-1708-04; An
Ordinance of the Common Council of the City of Cat'riel, Indiana, Approving and Adopting
Interlocal Agreement (Public Safety Training Facility). Councilor Ratterman moved to introduce
this item into business. Councilor Glaser seconded. There was Council discussion. Councilor
Mayo moved to suspend the rule on this item. Councilor Ratterman moved. Councilor Sharp
seconded. Council President Carter called for a vote to suspend Ordinance No. D-1708-04. Failed
by a vote of 5-1 (Griffiths voted in opposition). Council President Carter referred ordinance No.
D-1708-04 to the Finance, Administration and Rules Committee for further review and
consideration.
__ c. Council President Carter announced ~Resolution No. CC-07-02-04-01; A Resolution of the
Common Council of the City of Carmel, Indiana to Adopt the Written Fiscal Plan and Definite
Policy for an Area I~-mown as Annexation Territory in ordinance No. C-264 (Home Place).
Councilor Mayo moved to introduce this item into business. Councilor Ratterman seconded and
referred this matter to Nike I~le with Barnes & Thomberg for any questions. Mike Shaver with

Wabash Scientific clarified the total area annexed to date. There was brief Council discussion.
Resolution No. CC-07-02-04-01 was APPROVED 6-0.
