EXECUTIVE SUMMARY
The Carmel Clay Public Library (the “Petitioner”) seeks two Development Standards
Variances for the renovation and expansion of the existing Main Library located at 55 4th
Ave. SE. The renovation and expansion of Main Library involved many upgrades, one of
which was creating two new primary public entrances into the building. The exterior building
signage was removed during demolition and renovation, therefore new signs are required for
wayfinding and building identification. The library is a public building, accessible to all in the
Carmel community, and should be easily identifiable from the public right-of way. The
architecture and signage will be complimentary and are intended to be legible and clean with
a modern aesthetic. No development or new signage is proposed on the Petitioner’s
property located west of 4th Ave SE (Richland).
Site History, Current Zoning and Surrounding Uses:
The Main Library is located on an approximately 6 acre site on the southeast corner of Main
Street and 4th Avenue SE (Richland) along with an approximately 2.5 acre site on the
southwest corner of Main Street and 4th Avenue SE (Richland), which southwest parcel is
used solely for surface parking and stormwater detention. The Main Library received a
Special Use to allow construction at this site in 1997. The site was then and still remains
zoned R-2. Adjacent zoning is R-2 to the south and east, with R-4 to the west and a mix of
B-5, B-3 and R-2 to the north. Adjacent uses include a church to the east, Carmel High
School to the north, an elementary school to the south and multifamily to the west. The
Petitioner believes the library to be ideally situated to serve the students of the adjacent
schools as well as the surrounding residents of Carmel, with ease of access by vehicles,
bikes and pedestrians.

(3) three requested.
2. Development Standards Variance, UDO Section 5.39.H.6, Ground sign requires
delineated cornice; no delineated cornice requested.
