COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council President Kevin Kirby, Council Members Joe Griffiths, Fred Glaser, Ron
Carter and Deputy Clerk Treasurer Lois Fine.
Councilors Rick Sharp, Brian Mayo and Clerk-Treasurer Diana Cordray were absent.
OLD BUSINESS
Second Reading of Ordinance D-1760-05; An Ordinance of the Common Council of the City of Carmel,
Indiana, Imposing a City' of Carmel Municipal Food and Beverage Tax (One Percent Food and Beverage
Tax). Councilor Glaser informed Council that the Land Use, Annexation and Economic Development
Committee met this evenh~g and moved Ordinance D-1760-05 to the full Council with a 1-1 vote and one
abstention. There was brief Council discussion. Council President lGrby passed the ga~Tcl to Councilor
Griffiths to discuss tiffs ordinance. Mayor Brainard gave an overview of this ordinance. Councilor Glaser
made a motion to postpone the vote on tiffs ordinance until the next Council meeting on Monday, July 18,
2005. Council President Kirby seconded. There was extensive Council discussion. Councilor Griffiths called
for the question. The motion to postpone the vote until the next meeting on Monday, July 18, 2005 failed by
a vote of 2-3 (Councilor President lCdrby and Councilor Glaser - AYE), (Councilors Griffiths, Carter and
Rattermann - NAY). Councilor Griffiths called for the question. Ordinance D-1760-05 xvas adopted 4-1
(Councilor Rattermann opposed).
