INTRODUCTION
This Traffic Signal Warrant Analysis, prepared at the request of Mr. F. Richard Rembusch representing
Browning Investments, Inc., is for a traffic signal warrant analysis at the south driveway of a proposed
business park along Michigan Road(US 421) in Hamilton County, Indiana.
PURPOSE
The purpose of this analysis is to determine if the existing traffic volumes plus generated traffic
volumes from the proposed development will be sufficient to warrant the installation of a traffic signal
at the south driveway of the development along Michigan Road(US 421).
SCOPE OF WORK
The scope of work for this analysis is the following:
• Determine the existing traffic volumes along Michigan Road(US 421).
• Estimate the volume of traffic that will be generated by the proposed business park.
• Distribute the generated traffic to the proposed driveways.
• Using the data that has been developed, prepare a traffic signal warrant analysis for the intersection
of Michigan Road(US 421) and the Mayflower Road.
DESCRIPTION OF THE PROJECT
The proposed business park will be located along the west side of Mchigan Road (US 421) south of
106th Street in Hamilton, Indiana. The description of a business park according to the Trip
Generation Report' is "a group of flex-type or incubator one or two story buildings served by a
common roadway system. The tenant space is flexible to house a variety of uses; the rear side of the
building is usually served by a garage door. Tenants may be start-up companies or small mature
companies that require a variety of space." A business park may include office, warehouses, light
industrial, retail, restaurants and other related land uses. Table 1 shows the build-out plan for the

proposed business park. Figure 1 is a conceptual master plan of the proposed business park including
the proposed driveways.

TRAFFIC DATA
A& F Engineering Co., Inc. has performed a 24-hour machine count along Michigan Road (US 421)
in front of the proposed site. This traffic volume count includes an hourly total of all northbound and
southbound traffic and was made in April 1997. The traffic volume count is included in Appendix A.
TRIP GENERATION
To determine the volume of traffic to be used in this traffic signal warrant analysis, the traffic generated
by the proposed business park must be calculated. The estimate of traffic that will be generated by the
proposed business park is a function of the size and character of the land use. Trip Generation report
was used to calculate the number of trips that will be generated at this site. Trip Generation report is a
compilation of trip data for various land uses as collected by transportation professionals throughout
the United States in order to establish the average number of trips generated by various land uses.
Table 2 is a summary of the generated trips on a weekday for the proposed business park.

ASSIGNMENT AND DISTRIBUTION OF GENERATED TRIPS
The assignment and distribution of generated traffic volumes for the proposed development is based on
existing traffic volumes. According to the traffic count collected along Michigan Road (US 421), there
is a 50/50 split of traffic traveling northbound and southbound during a weekday. Therefore, for the
proposed development, 50 percent of the generated trips were assigned to the north and 50 percent
were assigned to the south. To determine the split between the north driveway and Mayflower Road,
it was assumed that 100 percent of the trips from parcel 6 and 50 percent of the trips from parcel 5 and
parcel 9 would exit the north driveway. These trips comprise approximately 16 percent of the
generated trips resulting in a 84/16 split between the north driveway and Mayflower Road. The
assignment and distribution of the generated traffic volumes are shown on Figure 2.
The entering generated traffic volumes are not included in this analysis since the existing traffic
volumes on the major street, Michigan Road (US 421), more than sufficiently meet the volumes
required by the warrants. Table 3 shows the weekday generated traffic volumes exiting at Mayflower
Road.

TRAFFIC SIGNAL WARRANT ANALYSIS
To qualify for the installation of a traffic signal at this location, Warrant 9 (Traffic Signals at New
Facilities) must be met. The requirements listed in the Indiana Manual on Uniform Traffic Control
Devices for Streets and Highways for Warrant 9 will be followed. Listed below is additional
information needed for the traffic signal warrant analysis:

CONCLUSIONS
Based on this TRAFFIC SIGNAL WARRANT ANALYSIS, the following conclusions are made:
• Warrant 9A will not be met for the first phase of the proposed business park.
• Warrant 9B will be met for the first phase of the proposed business park.
• Warrant 9A will be met for full build-out of the proposed business park.
• Warrant 9B will be met for full build-out of the proposed business park.
SUMMARY
Since Warrant 9B will be met for both the first phase and for full build-out of the proposed business
park, it is requested that a traffic signal be authorized at the intersection of Michigan Road (US 421)
and Mayflower Road.
