Jose Kreutz of Schneider Engineering and Ken Alexander of Brenwick Development
appeared before the Committee requesting reapproval of Moffitt Farm at Prairie View,
Section 1. The Secondary Plat was originally approved September 3, 1996. Since the
original approval and due to marketing conditions, construction was delayed.
Construction has now begun on Section 1;the only change since Secondary Plat approval
is the relocation of a 30 foot wide open space area to allow easier vehicular access to the
lake.
Mark Monroe reported no outstanding concerns from the Department.
Dick Klar moved for the approval of Docket No. 82-97 SP, Moffitt Farm at Prairie
View, Section 1; APPROVED 4-0.
Item 4. Committee to consider Docket No. 63-97 PP/SP, a replat application for
C.P. Morgan Co. Petitioner seeks approval to replat 4 lots within Section 2 of the
Sycamore Farm Subdivision. The site is located at southeast corner of 116`s Street and
Gray Road. The site is zoned S-1/Residence.

Mark Boyce of C.P. Morgan Co. appeared before the Committee representing the
petitioner. Replat of four lots is being requested in order to accommodate an amenity
area which will include a swimming pool, wading pool, bathhouse, access drive and
parking area. The petitioner appeared before the Board of Zoning Appeals and received
Special Use approval for the amenity area and a 200/300 foot setback from 116t Street.
The landscape plan provides for additional plantings between the pool and adjoining lot
No. 51 as buffering. Concrete curb and gutter have been added to the entry drive and
parking area.
As a result of the Board of Zoning Appeals meeting, the pool size has been expanded; a
wading pool has been added; evergreen landscaping has been added between the pool and
116th Street; and the entry area has been widened to provide for a sidewalk. At the
current location of the amenity area, there is only impact on two neighboring lots, namely
50 and 51. The landscape buffering, configuration of the drives and orientation of the
homes on lots 50 and 51, and the elevation change were mitigating factors for the two
lots involved.

Farm Subdivision Section 2; APPROVED 4-0.
Item 5. Committee to consider Docket No. 74-97 PP/SP, a primary and
conditional secondary plat application for Mayflower Park. Petitioner seeks approval of
a eight-lot commercial subdivision on the site of the former Mayflower trucking facility.
The site is located northwest of the intersection of West 96th Street and Michigan Road.
The site is zoned I-1/Industrial and is located partially within the U.S. 421 Overlay Zone.

Jamie Browning of Browning Investments, 250 N. Illinois Street, Indianapolis and Greg
Snelling of Mid States Engineering appeared before the Committee. Browning
Investments purchased Mayflower Park consisting of approximately 90 acres of
developable ground. Part of the parcel fronts on Michigan Road, part fronts on 96th
Street There is also a small parcel to the north of the Mayflower building and a parcel
known as the former Altum Gardens.
Currently, Browning Investments is undergoing negotiations with RCI to occupy the
Mayflower portion of the park (almost 2,000 square feet). RCI will be establishing a Call
Center that will field calls from inside and outside the United States to set up timeshare
arrangements for members. A 100,000 square foot office/warehouse is being constructed
for Support Net.
Some building will be demolished. The overall plan is to clean up the Park and make it
available for office distribution use, with the exception of RCI. In the process of
developing the Park, the petitioner feels that it will be beneficial to file a primary plat in
order to give the Department a better understanding of the future development plans.
Mayflower Park Drive has recently been extended towards Michigan Road for better
access to the park.
There are currently two curb cuts which service the parcel from Michigan Road. The
petitioner feels that additional curb cuts are warranted and would be beneficial; however,
this feeling is not shared by the entire Plan Commission. At the time 99th Street was
approved, the petitioner thought that the curb cuts had been addressed; there is an
obvious misunderstanding.
The petitioner will be returning before the Commission to file for ADLS approval at the
time of developmentāat present,there are no firm plans for development of the entire
parcel. The Altum parcel will be addressed at a future date. There may be additional
ponds required for drainage.
Mark Monroe reported that the Department is continuing to work with Jamie Browning
regarding the traffic study and the sidewalk location. Browning has committed to an
automatic signal per Indot's request.
Dick Klar moved for the approval of Docket No. 74-97 PP/SP for Mayflower Park,
APPROVED 4-0.
There being no further business to come before the Board,the meeting was adjourned at
7:55 PM.
