Re: Engineering Services for Evaluation
of Drainage in Old Carmel
Dear Mayor Reiman and Board Members:
We are pleased to submit for your consideration and acceptance this
proposal~for,engineering services to:
1. evaluate the condition of and need for improvement of storm
sewers in the area of the city served b~ the J. W. Morrow/R.'J.'
Follett Drain;
prepare a letter report summarizing the findings, and making
recommendations; and
3. develop engineering and cost dsta .necessary for the Board to
ma~e necessary decisions for corrective action.
A more detailed description of effort to be performed is included a~
%ttachm~nt A.
The completion of the report shall be cOmPleted within three months
following authorization of the Board to proceed with these s~rvices. The
existing data on the existing sewers shall be made available.
We propose to gill for~our ,services per the terms of our existing General,
Consulting Agreement dated 14th'January, 1980.'

The estimated fee for the proposed scope of services is between $9,500
and Sll,500. Slnce the extent of field work required will be dependent
upon the condition of the existing drain, we have indicated a range of
costs for budgetary purposes.

DRAINAGE STUDY
1. Review city files and information on drainage in the area.
2. Perform surveys, as needed, to determine area drainage characteris-
tics and capacity of existing drains.
3. Inspect existing storm sewers to review their condition and determine
if repairs needed.
4. Evaluate exist{ng drain capacity and improvements needed
the system to current standards to convey the flow for
stor~,
5. List proposed improvements by priority of benefit to cost.
6. Prepare a letter report including the conclusions of the study,
estimated costs for needed improvements, and recommendations.

problems on Main Street between Keystone Avenue and the west High
School entrance in Carmel, Indiana. This will include the following
tasks:
1. *Determine traffic patterns and characteristics in the
study area, including school parking and access.
2. Perform a roadway inventory.
3. Develop and analyze potential conceptual improvements.

Attachment A.
Following authorization of the Board to proceed with these services
the proposed s~udy will be completed within two months after notic~
to,proceed (assuming school is in session).
We*propose to bill for our services per the ~erms of our existing

,SCOPE OF SERVICES FOR A
MAIN STREET TRAFFIC STUDY,
A section of Main Street from Keystone Avenue to Lexington Boule9ard
in the City of Carmel currently exhibits unacceptable congestion during
peak activity at the entrance to Carmel-Clay Schobls, The purpose of
this sgudy will be to determine the most efficient means of reducing
~he congestion~and achieving an acceptable traffic flow a~ this location.
The following tas~ks will. be performed to accomplish this study.
1. Determine traffic patterns and characteristics in the
study area:
Peak period traffic counts will be made to identify
pertinent traffic movements. Observation of traffic
flows~will be made to determine existing circulation
patterns and traffic control on days when school'is
in session.
2. Perform a Roadway Inventory:
A physic.al.inventory Of roadway features will be made
to identify significant constraints or opportunities
for r~adway improvements.

Develo and Analyze Potential Improvements::
The traffic, data collected will be analyzed to ~etermine
methods o'f improving traffic flow. These methods may
include the alteration Of circulation patterns, traffic
control and,~roadway widening. The alternative~improve
ments will bg evaluated based on their potential for
improving ~raffic operations and their costs~ (both
~conomic~and convenience). A report will be prepared
documenting the results of the traffic s~hdy with
recom~nendations for improvement projects. Five (5)
copies of the report will be provided to the City of
Carmel.
