FOR
PROFESSIONAL SERVICES
THIS AGREEMENT made by and between the City of Carmel, Indiana, actino
by and through its Board of Public Works & Safety, hereinafter referred to as
"C~TY", and Ronald L. Bonar & Associates, Inc., consulting engineers of Fort
Wayne, Indiana, hereinafter referred to as "ENGINEER".
WHEREAS,.CITY is desirous of obtaining professional consulting engineering
services to assist them in developing policies and procedures relating to the
revJ.ew.and approval.of, plans and fo~mal~acceptance of public improvements for
private developments, and
WHEREAS, the ENGINEER, has experiences for the services desired by CITY,.
and
NHEREAS, the, CITY herein retains E~GINEER to provide said serv~ce~.
NOW, THEREFORE, ENGINEER and CITY for the considerations named herein agree
as follows:
I. ENGINEER'S SERVICES
CITY retains ENGINEER to provide professional consulting services which may
.include, but not be limited to, the following:
- Review of CITY'S existing ordinances, inspection forms, construction
~tan~acds.an~ specifications
- Review a sample of pl.ans and specifications that have been submitted
for a typical development to observe their content, clarity and complete-'
ness.
Interview City personnel to determine past policies, procedures, known
t~ouble areas and suggestions for changes.
- Field review on a spot basis of public improvements completed in a
typical development including storm and sanitary sewers, streets, curbs,
sidewalks, street lights, water lines.

~repa~e proposed policies, procedures for CITY and review with City
personnel including legal staff.
- Finalize policies and procedures, incorporating'City personnel input
~nd assist CITY in d]~ssem]na~l~on~of~new policies and procedures to
developers, builders and private engineers/surveyors.
- Assist CITY i~ implementing new policies/procedures by development 6f
new forms, checklists, training of personnel on procedures for plan
review and construction review, and assistance in preparing new
.... ordinances, if~necessary ..
II. CITY'S RESPONSIBILITIES
CITY shall assist ENGINEER in providing all existing, available records,
ordinances, construction standards and other information pertaining to the ser,
vices of ENGINEER. CITY shall~m6k~-~va~.i'a~b--~6~-'Texisting City personnel
to
assist
in the ENGINEER'S assignment.
III. ENGINEER'S COMPENSATION
CITY shall compensate ENGINEER.for his serv.i~es as set forth herein on an
hourly basis plus direct expenses. ENGINEER shall be compensated on the basis.
of 2.5 times the actual wages and salaries paid to personnel working on this
assignment. Said multiplier covers ENGINEER'S payroll costs including Social

Vacations, Sick Leave, Profit Sharing, and overhead costs including rent,
insurance, utilities, telephone, supplies and general admini§tration. Direct
expenses shall include travel, lodging and subsistence. Said direct expenses
shall be billed to the CiTY at a rate of 1.1 t.imes actual cost.
ENGINEER shall bill CITY monthly for services rendered, and OWNER shall
pay within thirty (30) days.
It is mutually agreed that the maximum fee of ENGINEER Under this contract
shall beSFiYe~housand Dollars ($5,000.00). Said fee shall not be exceeded by

IV. GENERAL
This agreement may be terminated by either party upon thirty days'
written notice to the other party of its intent to terminatel
