HomeMy WebLinkAboutCreation of Planning AdvisorMEMORANDUM OF UNDERSTANDING It shall be agreed by the Carmel Plan Commission, the Carmel Common Council and the Mayor of Carmel, Indiana that the position of Planning Advisor shall be created as of January l, 1981; that this employee shall be under the supervision, direction and responsibility of the Carmel Plan Commission; tha~ direct supervision of the employee shall' rest with the officers of the Plan Commission; that employment and termination of employment of this person shall be by majority vote of the full Plan Commission; that while the Plan Commission may contract with said employee for conditions of employment, such conditions shall not exceed those granted to other civilian employees of the city of Carmel, Indiana as set forth in the personnel policies of the city. It is further understood that the, following job description will define the duties of the Planning Advisor. The Planning Advisor shall serve the Carmel Plan Commission and shall function in a variety of roles relating to planning and zoning. Generally, the Planning Advisor shall a) collect, research, analyze, synthesize, and distribute information; and b) maintain the Plan Commission Office.. Specific duties include: 1. Maintaining efficient office functions and support services such as: + Preparing, publishing and distributing reports, ordinances, and other material relating to Commission activities. + Being responsible for the general administration of the Plan Commission. + Working with the Commi,~repare.an'~--d~it an annual budget to the~J.~sla~~-z~f~~w- + Cooperating with the Commission in the preparation of an annual report. + Maintaining an effective c6mmunication system among various other people and organizations involved in planning (public and private). Being available to offer information and assistance to the public concerning: + Zoning, subdivision and sign ordinances. + The comprehensive plan and planning policies. + Activities and procedures of the Commission. Processing applications for zoning amendments~ comprehensive plan amendifients, development plans, and.subdivision plats, including: MEMORANDUM OF UNDERSTANDING .......... 2 + Advising petitioners during the preparation of applications. + Accepting petitions for the Commission. + Reviewing petitions for correctness and completeness. + Assigning docket numbers for Commission items. + Placing the petition on the Commission-agenda. 4. Serving as a liason between the Plan Commission and the Technical Advisory~ Committee. 5. Assisting'the Commission with both sh6rt-term and long-range planning concerns by: Collecting information and reference materials relating to planning and zoning concerns (population figures and projections, land use information, model ordinances and plans, innovative planning and zoning procedures, and natural features information). + Cooperating with the Commission during the review or revision of the comprehensive plan and/or zoning ordinances. + Performing research concerning past zoning ordinances and decisions, planning policy, or related matters. + Assisting and advising the Commission during the development or review of policy plans. -F Conducting special studies, preparing written reports, developing project plans, or obtaining additional information for the Plan Commission as directed. 6. Serving the Plan Commission by: + Attending regularly scheduled meetings of the Commission and additional meetings as required, and being prepared to address questions regarding items on the agenda or offer suggestions and recommendations. + Preparing and distributing meeting agenda for the Commission. · + Providing explanatory materials and conducting training workshops for new members of the Plan Commission.' + Preparing Plan Commission reports to the Board of Zoning Appeals when requested. + Preparing recommendations from the Plan Commission to the City Council in the proper form. MEMORANDUM OF UNDERSTANDING .......... 3 It is further understood that the Board of Public Works of the City of Carmel will provide said employee with office space, approPriate furniture and equipment and telephone in close proximity to the offices of the Carmel Building Commissioner, and that said employee will have free and easy access .to all official records of the Plan Commission and Board of Zoning Appeals. It is further agreed that custody of Plan Commission records and those of the Board of Zoning Appeals shall remain in the office of the Building Commissioner for the city of Carmel, Indiana. It'is further agreed that the Plan Commission' shall be responsible for the expenditures allowed within its budget and shall pay all its expenses from said budget with the exception of duplication and copying services which shall be supplied by the Board of Public Works. It is further agreed that no alteration in this memorandum ~r its contents shall be taken by the Plan Commission without providing ~ixty~ days of prior notice to the Mayor and the Common Council, and may not under any circumstances alter the prescribed duties of any other elected or appointed employee of the city without the approval of the Mayor and Commc~T'Council.
