HomeMy WebLinkAboutA-56, Rates and ChargesORDINANCE NO._~,~..~ An Ordinance establishing rates and charges for the use of and services rendered by the waterworks system of the City of Carmel. WHEREAS, the Common Council of the City of Carmel has authorized the making of extensions and additions to the existing waterworks system of ~aid '~ ....... purpose of providiug ~d~quate. ~olume ~f water at proper pressure to the inhabitants of the City and properly protecting the health, well-being and property of said City and its inhabitants; and WHEREAS, in order to procure the necessary funds to pay the cost of construction and installation of said extensions and additions, it is necessary for the City to issue and sell waterworks revenue bonds payable solely out of the revenues of said waterworks system; and WHEREAS, the Common Council now finds that the existing rates and charges for the use of and service rendered by the waterworks are too low and are insufficient to'produce sufficient revenue to fund all of the legal and necessary expenses incident to the operation of the utility, to include maintenance costs, operating charges, re- pairs, as well as funds for making extensions and replacements, for the taxes that may be assessed against such utility, to provide pa~nent to the City in lieu of taxes, to provide for the issuance of ~,ew revenue bonds and for repayment of the new and existing debt, and to provide for working capital; and the Council now finds that an increase ~evenue is now necessary ~o adcquately requirements; fund these NOW, OF CAR~IEL, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL oF THE CITY INDIANA: Section 1. That there shall be and there are hereby established for ~he use of and the service rendered by the waterworks system of the Ciy of Carmel, the following rates and charges based on the :use o~f water supplied by said waterworks system: (a) Metered Rates per Month Rate per 1,000 Gallons First 5,000 Gallons $ 1.64 Next 10,000 Gallons 1.53 Next 10,000 Gallons 1.31 Next 25,000 Gallons 1.10 Next 50,000 Gallons .66 Over 100,000 Gallons .55 (b) Minimum Cha~_~ Each user shall pay a minimum charge in accordance with the size of mener installed, for which the user will be enti- tled to the quantity of water set out in the metered schedule of rates. This charge shall be to inspect the work performed b~ a bonded contractor in ' providing the tap, and for the use of the tapping machine provided~by the water utility. The charge for 5/8 inch or 3/4 inch meter tap shall be $50.00. The charge for-any meter tap larger than J/4 inch shall be the cost of labor and materials but not less than $5O.OO. (g) Collection or Deferred Payment Charge Ail bills for water service not paid within fifteen (15) days from the due date thereof, as stated in such bills, shall be subject to a collection or deferred payment charge of 10% on the first $3.00 and 3% on the excess over $3.00. (h) T~mporary User.~ Water furnished tO temporary users, such as contractors, circuses, etc.~ shall be charged for on the basis of the above quantity rates as estimated by the Waterworks Superintendent. Section 2. This ordinance shall be in full force and effect from and after its passage and all ordinances and parts of ordinances in conflict herewith are hereby repealed; provided, however, that the f existing schedule of water rates and.charges fixed by t,his ordinance shall be approved by the Public Service commission of.~Indtana and placed into effect.
