MERRILL August 4, 1997 To The Members of the Carmel Plan Commission: Re: Mayflower Park An affiliate of Browning Investments, Inc. has purchased the 195-acre parcel of real estate previously owned by Mayflower Corporation and located West of and adjacent to U.S. 421, between West 96th Street and West 106th Street. On August 19, 1997, Browning Investments will present for review and public hearing its request to extend a roadway from the southernmost entrance to the Mayflower Corporate Headquarters to the north/south roadway known as Mayflower Park Drive. Enclosed for your review is an aerial photograph identifying the locational attributes of the real estate and the general location of the proposed roadway, and a schematic drawing. It is intended that the roadway, as other roadways in the park, will be and remain private. The request is being presented to the Plan Commission for development plan approval because part of the roadway is within the 421 Overlay Zone. I look forward to seeing you on the 19th. The storm sewers from Mayflower Park drain into the Crooked Creek Regulated Drain. An Outlet Request Permit is required. 2. Currently,the site is being improved as a single project. If the parcel is subdivided into a platted business park, it is my recommendation that the storm sewers become County Regulated Drain. Penn Mark Plaza-'This project is within the Carmel City limits. 2. 99th Street Extension(Mayflower)-The petitioner has obtained the necessary variances from the Hamilton County Board of Commissioners to construct the project as presented to the TAC committee. 3. Saddle Creek Primary Plat amendment-The developer has satisfied the Highway Department's comments regarding this project. 4. Paul Shoopman Primary Plat(Eagle Ridge)- The County has spoken with the developer's design engineer regarding the installation of the requested passing blister and the other proposed road improvements. Currently we have instructed the engineer to investigate whether right-of-way is available and if it is not,whether or not the property owners are willing to sell. Should the right-of-way be unavailable and the owners unwilling to sell,he is to app ar before the Hamilton County Board of Commissioners to request that the County condemn the necessary right-of-way for the construction of these improvements. It is our understanding that the developer wishes to delay construction of the improvements until construction begins on his project. 5. Tom Grannan Primary Plat(Hyde Park)-The developer has satisfied the Cotmty's comments regarding the primary plat. The issue of early right-of-way dedication is separate and should not be considered for the primary plat approval. Cheswick Section 3 Jay W.Addy Plans have been reviewed and approved by the District and have been submitted to the Indiana Department of Environmental Management for their review and approval. A pre-construction conference should be arranged through the District so that proper inspections can be scheduled. Twin Lake Goff Club One set of plans has been filed with the District. An additional set should be sent to Ron Lauritsen at Samuel L. Moore&Associates for review to ensure no adverse Impact to District force mains and other facilities in the project area. No building permits should be issued without District consent. ge Street Construction Plans have been filed with the District. Construction activities shall ensure that manholes and mains are not disrupted or damaged to ensure that no infiltration or inflow is allowed into the sewer system which leads to our Michigan Road Treatment Plant. Please note that the District is now a member of the Indiana Underground Plant Protection Service (IUPPS). The following comments apply: 1. The road as designed does not meet the following Hamilton County Highway Standards for road construction: • The right-of-way for a Commercial road needs to be 80' with a 35'chamfer at the intersection of US 421. • The pavement cross section for a Commercial road should be 12" #53 Stone, 5" HAC Binder, and 1" HAC Surface. • Chairback curb(Type II)needs to be used instead of roll curb. 2. An agreement for construction inspection will be need to be completed between the developer and the County.
