EXPLANATION
Centex Homes ("Centex") is the contract purchaser of approximately 23 acres
located near the southwest comer of the intersection of 1315t Street and Old Meridian
Street. The 23 acres are outlined on the aerial photograph enclosed under Tab 2. The
real estate is currently zoned Old MeridianlMixed Use (OM/MU), Old Meridian/Single
Family Attached (OM/SF A), and Old Meridian/Special Use (OM/SU).
Centex is desirous of developing the real estate for a mix of uses, including
townhomes, condominiums, apartments over retail, and two-story buildings with offices
over retail. Centex was originally before this Plan Commission of December 20, 2005
seeking approval for its development plan and architectural design, landscaping, lighting
and signage in connection with the real estate. However, it was later determined that a
4.23 acre portion of the real estate required a rezone to permit some of the mixed use
buildings proposed.
Included under Tab 4 of the informational brochure is a map showing the current
zoning of the real estate, and a second map showing the proposed rezoning of a portion of
the real estate to OM/MU. Tab 6 of the brochure illustrates the conceptual site plan for
the real estate, while the conceptual renderings under Tab 7 correspond with the
numbered mixed use buildings shown under Tab 6. Also included under Tab 8 of the
brochure is a representative sample of elevations for the townhome portion of the site.
Centex's overall development plan would permit a total of 248 residential units,
summarized as follows: (i) 138 townhome units, (ii) 40 apartment units over retail, and
(iii) 70 condominium units over parking.
Centex's proposal for the site provides a mixture of office/retail and residential
which furthers the objectives of Carmel's urban design initiative for the Old Meridian
corridor. In addition, Centex's plan provides a seamless transition between the
commercial areas planned for the Old Meridian corridor and residential uses further to
the west.
We look forward to presenting this request to the Plan Commission at its meeting
on February 21,2006.
