1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
The Main Library has been at this site since 1997, and the proposed signs will compliment the
architecture and aesthetics while providing better wayfinding for vehicles, bicycles and pedestrians,
which will benefit the surrounding properties of the community.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially
adverse manner because:
The proposed signs will compliment the architecture and aesthetics of the Main Library. The
proposed signs will provide better wayfinding for vehicles, bicycles and pedestrians. The ground
signs will be lit externally, and will not create unwarranted glare on adjacent properties.The
proposed signs will only face public right of ways, not adjacent residential homes.
The strict application of the terms of the Unified Development to the property will result in practical difficulties in the
use of the property because:
The size of the property, with multiple entrances, can be difficult to identify for vehicles and bicycles
(per surveys and community outreach sessions).This corner property has two street frontages and
more than 1,000 lineal feet of building frontage.As a public institution dedicated to providing
information to all in the community, it's imperative that all can identify the use of this building.
The delineated cornice for a ground sign requirement is a practical difficulty to achieve the
sculptural design of sign EX-G1. Refer to elevations for more information.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket Nos.
PZ-10 22-000 iq d'00020 V is granted, subject to any conditions stated in the minutes of this Board, which are
incorporated herein by reference and made a part hereof.
