Swearing-in of New Members:No new members 2. Election of President:A Motion made by Dierckman and seconded by Broach to elect Alan Potasnik as President. Approved 4-0,absent Grabow. 3. Election of Vice President:A Motion made by Dierckman and seconded by Broach to elect Jim Hawkins as Vice President.Approved 4-0,absent Grabow. Approval of Meeting Minutes of the previous BZA Meeting: A Motion made by Dierckman and seconded by Broach to approve the Nov.22,2021, BZA meeting minutes. Approved 4-0,absent Grabow IReports,Announcements,Legal Counsel Report,and Department Concerns: 1. BZA Rules of Procedure amendment regarding the voting method of using paper ballots. A Motion made by Hawkins and seconded by Dierckman to adopt the Rules of Procedure amendment regarding the voting method by eliminating the use of paper ballots. Approved 4-0,absent Grabow. Public Hearings (SUA,V)Cannel High School Natatorium. The applicant seeks the following special use amendment and development standards variance approvals: 1. Docket No.PZ-2021-00235 V. UDO Section 5.39.H. Total number of signs,2 additional requested. 2. Docket No.PZ-2021-00236 V. UDO Section 2.10. Maximum 35' building height allowed,66' requested. 3. Docket No.PZ-2021-00237 V. UDO Section 5.30. 2,933 parking spaces required,2,445 requested. 4. Docket No.PZ-2021-00238 SUA. UDO Sections 2.09& 9.09. Greater than 10% special use amendment expansion requested. The site is located at 520 E.Main St.It is zoned R2/Residence.Filed by Amy Allison of TLF Engineers,on behalf of Cannel Clay Schools. Petitioner: William Payne,Fanning Howey Associates: • With me tonight is Todd Fenoglio,Director of Facilities and Transportation for Cannel Clay Schools • The Performance Arts Center addition was previously approved by the BZA.We are exceeding the 10% expansion by 11.84%with the combination of the addition of the Natatorium and Performance Arts Center. • Presented a site location map and site plan • Loss of parking occurs to north at the location of the proposed Natatorium addition • Presented a chart of the building area summary, which includes the new Performance Arts Building • Any gymnasium or building for these types of activities will exceed the max. 35' building height allowance • Presented elevations and renderings, door#21 will be reconfigured to better suite guests entering and exiting the building at this location. • Presented a parking count and use chart. The UDO requires parking spaces for a school at a ratio of 10 spaces 1 BZA Minutes 1-24-22 per classroom and 1 space per employee. The number of classrooms is 174. The number of required spaces is 17x10 plus 538 equals 2323 parking spaces. The max amount of student parking permits ever issued was 1687. The current number of student parking permits issued is 1402.We will provide 2445 parking spaces,where 2993 spaces are required per the UDO. • We will relocate the existing facade of the Eric Clark Activity Center to the new Natatorium north facade.A number of different sports will be hosted in this new structure. We are requesting interchangeable sign panels for the type of sport that will be showcased. Public Hearing: Jim Foreman,Harrowgate: I live adjacent to the property.I wanted to know the exact location of the new building. There's a problem with the parking.I live at a dead-end street,and half of our traffic is with people dropping off students Department Report: Angie Conn: • This proposal is being reviewed by the TAC • Staff recommends positive consideration of all the variance requests and special use amendment • We recommend approval with the condition the Petitioner addresses all the remaining TAC comments Board Comments: Jim: Does the photometric lighting plan show zeros along the eastern property line?William Payne: We are showing 0's on our photometric plan. Jim: When will the new parking lot be done?William Payne: The expanded parking lot has been completed. Jim: How many parking spaces are being proposed?The numbers are not consistent to what was presented in the info packet.William Payne: I can report 2445 parking spaces when this project is completed. Jim: Will the new signage only be associated with the High School and no advertising will be used?William Payne: Correct,no advertising will be used on the exterior signage. A Motion made by Dierckman and seconded by Hawkins to approve Docket Nos.PZ-2021-00235 V,PZ-2021- 00236 V,PZ-2021-00237 V,and PZ-2021-00238 SUA with the Conditions the Petitioner will address all remaining TAC comments and the adaptation of the findings of fact.
