This proposed project falls within the incorporated area and MS4 jurisdiction of the City of Carmel. 2. This proposed project DOES NOT fall within a Cannel Wellhead Protection Zone. 3. This proposed project fall in the W.R.Fretig Regulated Drain Watershed. This watershed has an allowable release rate of 0.24 cfs per acre. 4. The detention for this site is provided for in the W.R.Fertig Regional Detention ponds located within Cannel Science and Technology Park. 5. Please submit an indirect outlet permit for this site discharge into the V .R. Fertig Regulated Drain. The application is available on our website at http://www.co.hami Iton.in.us,go to Departments,Surveyor,and Forms. 6. Questions: Is this also a re-parcel? In other words will there be a new parcel line drawn along the east border (between the parking lots)? What is planned for the remaining green space to the east between the parking lots? Is the walking path going to stay in the green space to the east? 2. On the plans, there must be a graphic planting detail showing at least, but not limited to: root flare at grade level, staking method (removed in one year), mulch, removal of binding and top 1/3 of burlap, etc. 3. You have chosen some species that may be more difficult to find in the numbers you require ( black gum, ginkgo). I would begin to order them now. I wouldn't wait until your landscaper is ready to plant them to do the ordering, and then have him tell you her can't find them, He might suggest he plant 25 red maples instead, that would not be acceptable. 4. The linden species (Tilia) are very susceptible to severe Japanese beetle damage. I would suggest using alternative native species to reduce there numbers on the east side by at least %, such as oak (Quercus) other than pin oak, Kentucky coffee tree, hickory, London plane tree, and/or yellowwood. 5. Since the project is removing a fair number of large native trees and substantial amounts of usable soil volume for planting for impervious parking surface, extra steps need to be taken to ensure that the large maturing trees in the small parking lot islands have large enough soil volumes to attain their height and health to provide the green infrastructure benefits they are capable of. These trees will not only look aesthetically better, the shading of the parking lot will improve the life of the asphalt 40-60%, lower air pollution, and provide more shaded parking which reduces energy costs. The best way to increase the usable soil volumes in these areas is to use strips of structural soil along an east-west orientation running under the parking surface thru the islands to the edges of the parking lot to the turf edges. This material is compactable to 95%+ proctor strength and will support pavement as well as provide pore space for root growth. I would be glad to meet with you to explain the advantages of this material and give you more information. Structu ral soils have been used successfully in Carmel at several projects: Fineberg Building, Shapiro's, Providence at Old Meridian, Clarian Hospital, etc. 6. If the pathway to the east of the parking lot that exists now is going to be kept, it should be shown on the plan (or its' removal), and any connections through or around the parking lot should be shown as well. Additional shade trees should be planted to shade this walking path or sidewalk. Please respond to these comments in writing and by revised plans.
