HomeMy WebLinkAboutDepartment Report 03-15-22 11 CARMEL PLAN COMMISSION DEPARTMENT REPORT MARCH 15, 2022 3. Docket No. PZ-2021-00177 CP: Carmel Clay Comprehensive Plan Update. The applicant seeks to update and reformat the Carmel Clay Comprehensive Plan. Filed by the Department of Community Services on behalf of the Carmel Plan Commission. REVISED PLAN: The REVISED draft #3 markup is available as a Web App or as a PDF. Go to www.carmelcomprehensiveplan.com to: • View and navigate the revised Comprehensive Plan in website form • View or download the annotated PDF REVISION SUMMARY: Note that the proposed revisions are reflected in both the website and the PDF versions. However, only the PDF version is annotated to show where revisions were made. The revisions and notes are formatted as follows: 1. Committee-approved revised text from the initial draft is indicated in green. 2. Revised text since the February 9 or 23 meeting is indicated in magenta. 3. Notes/results from scope discussions are highlighted in green. Be aware that some of the numbering has changed because of deleted objectives. 4. All other notes are highlighted in yellow and indicate additional information about the text or map revisions. REVISIONS OF NOTE IN DRAFT #3: Most of the proposed revisions are well-noted and explanatory in the PDF; however, we would like to bring your attention to a few revisions which may benefit from additional information. 1. Page 12: Information about the plan’s various implementation methods have been added to the introduction page. This is the result of the previous questions raised about (now deleted) Objective 1.1.3, and the suggestion that the roles of the PC, Council and other boards and commissions be acknowledged as part of the plan’s implementation process. 2. Page 14: The addition of Objective 1.1.9. This was also in response to former Objective 1.1.3 and other discussion to continue education and communication efforts toward ensuring the plan’s successful implementation. 3. Page 29, Downtown and Page 30, Downtown West Streamlined the maximum height characteristics to a simpler 6 story overall maximum height, keeping the 3 story minimum at intersections. There were recurring questions about an overall maximum height and continuing confusion over the application of the previous language “5 only when within 200 feet of edge of development pattern where 5 stories is the max.” 4. Page 38, Monon Urban Promenade: a. Title: This development pattern was renamed from Monon Urban Boulevard to Monon Urban Promenade since only a small portion of the area identified on the Development Pattern map includes the existing “Monon Boulevard” street configuration. b. NEW Max. Height: Although not reflected in draft #3, the Department requests consideration to revise the maximum height characteristic to read “6; 3 story minimum at intersections,” for the same reasons listed above for the Downtown and Downtown West patterns. PUBLIC COMMENT SPREADSHEET: The Department continues to receive and maintain a spreadsheet compilation of comments received via the “Provide Feedback” form on the website. Comments received since the release of draft #3 will be placed at the top of each Section in the spreadsheet. Once the Plan Commission completes review of the revised draft the proposal will be certified to the Carmel City Council for placement on their agenda. There are no favorable or unfavorable recommendations associated with comprehensive plans per Indiana Code. 2. After reviewing the proposal, the Council has the authority to approve, reject or amend the plan. a. If approved, the plan becomes effective. b. Any Council amendments would be returned to the Plan Commission for consideration. See Next Steps & Upcoming Dates in the Process page of the Comprehensive Plan website. RECOMMENDATION: The Department of Community Services recommends the Plan Commission Certify the proposed Comprehensive Plan to the City Council.
