A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
REGARDING THE CITY'S ANNEXATION POLICY
WHEREAS, the City of Carmel, Indiana, ("City") has long been engaged in
ensure its orderly, logical and organized growth and development; and
WHEREAS, the City has, as early as 1959, entered into joinder agree ents with Clay Township
("Township") in order to extend the City's planning, zoning, fire otection d parks services to residents
of that unincorporated area; and
WHEREAS, as a result of these comprehensive
development of the Township is ofa quality unequalled in
WHEREAS, the City has also ente d into a nexation agreements with property developers, and
boundary agreements with neighborinJ c\r ' \ hiti , to better plan and promote controlled City growth;

WHEREAS, the above actio~ hav served to provide a high quality of life to both City and
Township residents and the pros e~ of co !TIued controlled growth; and
WHEREAS, it is en ent pon the Common Council to propose and support the following
policy towards the annexat'on fu re unincorporated areas of the Township.
E IT RESOL YED by the Common Council of the City of Carmel,
going recitals are hereby adopted and incorporated herein by this reference.
2. T Annexation of property by the City should be undertaken only under circumstances
which are not adve e to the fiscal interests of the City's current residents and taxpayers.
3. The City's preference, whenever practical, should be to annex property under the
"voluntary annexation" provisions ofIndiana law.
