Subject: requested use variance
Dear Carmel Clay Technical Advisory Committee Members:
We are petitioning for Use Variance for the property located at 521 1st Avenue NW, Carmel. The site is
zoned R-2/Residence within the Old Town Overlay - Character Subare'a. We are seeking approval from
Carmel's Board of Zoning Appeals to operate a small bed and breakfast inn. We kindly ask you to read
an attached overview of our proposal, as well as view the attached images. We will attend the February
15 meeting to answer questions you may have, as well as hear your recommendations.
We are on the agenda for the BZA's February 27 meeting - Docket No. 06010021 UV.

Re: Project Review for Use Variance for property 5211s1 Ave. NW
Overview
Property owner Douglas M. Roby and business partner Loretta 1. Tuttle, seek approval for use variance in
Character Sub-Area of Carmel. We would like to renovate the interior of the existing home, leave the
exterior intact (exceptions noted below under Landscaping). We request approval to operate a small bed
and breakfast inn.
All renovations are keeping with the guidelines set forth in the zoning ordinances of the Character Sub-
Area of Old Town. 521 ISI Ave NW will remain a single family residence. We support the district's
objectives in fostering rehabilitation and development in Old Town to increase property value, while
retaining the charm and vitality of Old Town's neighborhood. Our request in seeking a use variance for a
small bed & breakfast is consistent with Carmel's plan of attracting new business in Old Town.
Parking
There is ample space for guests' cars to be parked on property.
Signage
A sketch of the proposed sign is enclosed. The sign, not larger than 12 sq. feet, will be placed at the comer
of the property, and will be landscaped. We are interested in any recommendations TAC has to offer.
Interior Renovations
. Wood flooring will be installed throughout the house, with the exception of ceramic or marble
flooring installed in bathrooms and laundry area
· One additional bathroom will be installed upstairs so that each bedroom has its own private bath
. Present attached one car garage and adjacent interior space will be converted into owner's private
bedroom, bath, laundry, and office space
. Gas fireplace will be added to den,
· Upgrade of heating/cooling systems, water heaters
· Eventual upgrade to kitchen will include granite countertops
Exterior Renovations
Present shed will be removed to provide space for garden area (patio area surrounded with flowering
shrubs, bedding plants, and evergreens for privacy).
Future plans to upgrade present vinyl siding on the home with wood siding.
Landscaping
We plan to meet with Scott Brewer on Feb. 9 to discuss improvements to landscaping (e.g. trees planted for
privacy, garden area, and possible removal oflarge trees that may pose a hazard to the home as well as
neighbor's property). We will provide a detailed landscaping plan after this meeting.
