Duke was represented by Steve Granner and Blair Carmosino; the meeting was attended by a number of residents from College Commons. At that meeting, assurances were made by Duke Development representatives that there would be no signs facing 9()'h Street and that under no circumstances would signs be illuminated, since light spillage was (and still is) a major concern of the residents of College Commons. College Commons is asking for a "RE-statement" of the oral commitments and assurances made previously by Duke representatives, stated in writing as a matter of record. Once you let one company start, the rest of the companies will want a lit sign facing College Avenue. Then they would want one that faces 96th Street. Illuminated Sign We are residents of College Commons Neighborhood Association, located directly south of the office buildings on the north side of 96th Street, between Meridian Street and College Avenue. Were Firestone to display an illuminated sign on their building, it would set a precedent for other businesses to follow suit. Such a sign, or signs would be highly undesirable in our peaceful, residential neighborhood. Burgess, AlA 9570 Broadway Street Indianapolis, Indiana 46240 January 26,2006 Chairperson of Special Study Committee Carmel City Hall 1 Civic Square Carmel, IN 46032 Re: Illuminated Firestone Sign Parkwood Crossing Dear Sir or Madam: It is my understanding that at a February 7 meeting of your Committee the agenda will include the discussion of approval of an internally illuminated sign for the Firestone Company at their East 96th Street location in Duke Realty's Parkwood Crossing business development. As a resident of the College Commons neighborhood immediately adjacent to the office park, I want to express my extreme concern about this proposed sign. My belief, and that of other neighbors in our area, was that among the promises made to the neighborhood at the outset of Duke's development of Parkwood Crossing there was a pledge that there would be no internally illuminated signs that would be visible from, or would shine into, our neighborhood. We have lived in the area for over 10 years, first directly across the street at 501 E 96th, and now in our new home that we constructed last year at 9570 Broadway. Until now, there have been no internally illuminated signs that have encroached on our residential neighborhood. This new sign will do just that. Since the building in question is on 96th Street, the sign will be visible from a number of the homes, including ours and our neighbors', and it promises to spill bright red light into these homes, particularly during the winter when the deciduous trees are not in leaf. Firestone offered at a recent neighborhood meeting to turn the sign off, but only during the very limited hours of 11 :00 PM to 6:00 AM. Many of our neighbors are retired and elderly, and they go to bed earlier and rise later than these hours. Chairperson Special Study Committee January 26, 2006 Page 2 of2 I would respectfully ask that any decision in this matter be made with this in mind. I would also ask that consideration be given to the fact that this particular business is an office, and not a retail establishment, and therefore the only rationalization for a sign of this size and nature is purely corporate ego. No "on-the-street customers" will be looking for this facility, expecting to make purchases. In fact, it will not even be open outside of normal office hours, as opposed to retail hours which extend into the evening. For those who are using the facility, surely a non-illuminated or even a back-lit sign would suffice for this purpose. There is no reason for Firestone to install an internally illuminated sign here, other than, as their representative said at a recent meeting, "we can." As the statutes, covenants, restrictions and agreements with Duke are written, this may be true. But the spirit of those restrictions and agreements was for the business park to have the least possible impact on the adjacent established residential neighborhood. In this case, knowing no business will be lost due to retail customers' confusion from the lack of the sign, and knowing that with the sign there are real neighborhood quality-of-life issues at stake, I would suggest that "we can" is not a sufficient reason. I sincerely hope you agree. Such tenant signage should be restricted solely to the north elevation of buildings because signs located on other elevations, illuminated or not, would be intrusive on residential areas south of 96th Street. Also, considering traffic on 1-465, signage facing toward that direction would provide maximum visibility. I hope you will consider the adverse effect of commercial signage on residential property in Marion County and reject the petition for an illuminated 'Firestone' sign. Thank you. Having their name on the building is not something I object to, however I do object to the illumination of the sign. If one corporation is allowed to place an illuminated sign on the building, others are sure to follow. These signs may very well face the community of homes in College Commons and would pollute the skyline, even if they were only lit from dawn until 11 :00 p.m. During the winter time it gets dark very early so the illumination would still be an eyesore to the community. I would appreciate your consideration in this matter and in your disapproval of Firestone's sign illumination. Thank you for your time. I live just south of the office complex and would be unhappy to see this sign burning all hours of the day and night. If it is approved for them to have this sign. I feel sure other office tenants will want the same for their companies. Then we neighbors would be inundated with glowing signs disturbing our quiet and peaceful neighborhood. Please give this matter very serious thought before hearing the request.
