The applicant seeks the following development standards variance approval: 4. Docket No. PZ-2022-00031 V UDO Section 2.10 Maximum 35% lot cover allowed, 45% requested. The site is located at 843 Auman Drive W. (Auman’s Addition, Lot 52) and is zoned R2/ Residence. Filed by Bill Pulliam of Pulliam-Scott Construction Inc. on behalf of Andy & Caitlin Garcia. General Info & Analysis: The Petitioner seeks approval to build a new 2-story house with attached 3-car garage in Auman’s Addition neighborhood. Review of building permit B-2022-00162 is pending, and that is how the need for the lot cover variance was identified. Please see the Petitioner’s info packet for more detail on the variance request. Lot Cover Variance: The maximum allowed lot cover percent is 35%. The Petitioner requests 45%. This is a variance of 10%. (However, the latest revised site plan in the Petitioner’s BZA Info Packet shows a reduced lot cover of 42%.) Things that contribute toward lot cover are pavement and concrete areas, building footprints, and other impervious surfaces. The Petitioner chooses to pay toward the Engineering Department’s Stormwater Fund/Fee, rather than installing on-site stormwater detention. The Petitioner will continue to work with the Carmel Engineering Dept. on that matter, as well as addressing any other engineering review comments. The Petitioner will also pay towards the required sidewalk along the lot’s street frontage; the UDO requires compliance with the Transportation Plan. The Petitioner addressed all planning/zoning review comments. The Planning Dept. supports the variance request, with the condition listed below in the Recommendation, below. Findings of Fact: Please refer to the Petitioner’s Findings of Facts included in their info packet. Recommendation: The Dept. of Community Services (DOCS) recommends positive consideration of Docket No. PZ-2022-00031 V, with the Condition of the Petitioner addressing all Engineering Dept. requirements, and with adoption of the findings of fact submitted by the Petitioner.
