Docket No. 39-01 ADLS; Meijer Convenience Store Petitioner seeks Architectural Design, Lighting, Landscaping & Signage approval for a Convenience Store. The site is located at the northeast comer of West Cannel Drive and Pennsylvania Street. The site is zoned OM/M (Old Meridian/Meijer District). The petitioner also seeks approval of the following Zoning Waiver: 39-01a ZW Z-3525.7B.l(a) < 25' minimum building height Filed by Paul G. Reis of The Reis Law Firm for Meijer, Inc. This item was tabled at the May 15, 2001 Plan Commission meeting. The following report is largely the same as the report made at that time. As stated previously the applicant is requesting approval of a convenience store with fuel pumps to be located at the southwest comer of the existing Meijer site. Please see the packet of information provided by the applicant for an updated site plan, building elevations and landscaping information. There have been changes made from the information contained in the previous submittal. The Department attached a copy of the Old Meridian District Ordinance (with applicable sections highlighted) to the report made last month. Please refer to that information as a supplement to this report. As requested, the applicant has provided additional information regarding lighting. The updated information meets the previous Department concerns about the impact the canopy lighting will have on the adjacent roadways. In addition to ADLS approval the applicant is requesting a Zoning Waiver to allow the reduction of the height of the structure from 25' to approximately 17'. While the applicant has made attempts to blend the color of the proposed building with that of the existing Meijer store they should be prepared to address the issue of building height in greater detail with the Special Studies Committee. Please take time to review the copy of the applicable sections of the OM (Old Meridian) district. There are specific guidelines on architectural design addressed in the Meijer zone of the OM district. The Department does not believe that lowering the height of the building will make it more complimentary to the U.S. 31 corridor or satisfy the intent of the Ordinance.
