3. Docket No. 39-01 ADLS; Meijer Convenience Store
Petitioner seeks Architectural Design, Lighting. Landscaping & Signage approval for a
Convenience Store. The site is located at the northeast comer of West Carmel Drive and
Pennsylvania Street. The site is zoned OM/M (Old Meridian/Meijer District). The
petitioner also seeks approval ofthe following Zoning Waiver:
39-01 a ZW Z-3525.7B.l(a) < 25' minimum building height

Comments at the July 10 Special Studies meeting included the following:
1. A desire to see specifics on the canopy design. lighting was main concern.
2. Commitments regarding outdoor display/sales need to be made by the petitioner.
3. Relocating the building and canopy to a location on the east side of the entrance of Carmel
Drive.
4. A desire to see landscape details to screen the canopy. light being the main issue.
The Department has met with the applicant to discuss the proposed change in the location of the
building. They have also received direction from Mr. Spranger and Mr. Dierckman. We have
visited the site and taken several photos of the location of the proposed building and shots of the
surrounding area from the location of the building. We will provide these to the committee at the
meeting. The main concern at this time is the lighting and how to minimize the impact of this type
of canopy structure on the surrounding area. The Department feels that there is a strong
relationship here between the design of the building and the level of landscaping that may
accomplish the same effect (i.e. increased landscaping is necessary to allow an open sided building
structure - canopy)
The Department recommends that the Committee address the question of how additional
landscaping/screening relates to the design of this structure. Assuming that the building
will not be setting the tone for future development in the area it should be well screened
from the Old Meridian Village area as well as Carmel Drive.
