ORDINANCE NO. D-2618-22
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
AMENDING THE 2022 SALARY ORDINANCE
Synopsis: This ordinance amends the 2022 salary ordinance by adding a new position within
the Department of Administration and re-classifying administrative support positions within the
Department of Law.
WHEREAS, on October 4, 2021, the Carmel Common Council (the “Council”) adopted Ordinance
D-2593-21, as amended, setting 2022 salaries for appointed officers and employees of the City of Carmel
(the “City”); and
WHEREAS, adding the duties and responsibilities of a skilled laborer to the morning Building
Services Worker position would enhance the operational efficacy of the Department of Administration; and
WHEREAS, in order to provide adequate compensation for these additional duties and
responsibilities, it is necessary to amend the 2022 salary ordinance to add a skilled laborer position to the
Department of Administration; and
WHEREAS, hiring certified paralegals within the Office of Corporation Counsel would enhance
the efficiency of the Department; and
WHEREAS, in order to compensate paralegals for the additional specialized education required for
the position, as well as to better reflect the varying levels of experience and responsibilities within the
administrative support positions of the Office of Corporation Counsel, it is necessary to further amend the
2022 salary ordinance.
NOW, THEREFORE, IT IS AGREED AND ORDAINED by the Common Council of the City
of Carmel, Indiana, as follows:
Section 1. The foregoing Recitals are incorporated herein by this reference.
Section 2. Sections 6 and 7 of Ordinance D-2593-21, as amended, is hereby further amended as
follows:

Section 3. The remaining provisions of Ordinance D-2593-21, as amended, shall remain in full
force and effect and are not affected by this Ordinance.
Section 4. All prior City ordinances or parts thereof that are inconsistent with any provision of
this Ordinance are hereby repealed as of the effective date of this Ordinance.
Section 5. If any portion of this Ordinance is for any reason declared unconstitutional, invalid
or unenforceable by a court of competent jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance.
Section 6. This Ordinance shall be in full force and effect from and after the date of its passage
and signing by the Mayor and such publication as required by law.
