An Exhibit A would be helpful --especially a site plan with the legal
description of the ROW dedication shown in graphic form. Its really the
only way to get this done.
As you can imagine, it takes a long time to get this stuff done especially
without a graphic representation. It took Bob Hicks and lover a year to
get the TCA 111 Congressional taking done.
Bob Hicks will be helping on this since he met with me with Mayor Brainard
on this issue, and since he represents the heart hospital.

Bob, if you recall, this item was to be presented to the Board for approval
in June of this year but REI requested that it be delayed. This dedication
needs to be completed. It is my understanding that this committment was
part of the devlopement plan. If you or REI have questions regarding this
issue, contact Jon Dobosiewicz of the Department of Community Services.

The following information is provided to confirm information presented at the May 15,
2001 meeting of the Plan Commission regarding the Heart Hospital and Medical Office Building
to be constructed at the southwest comer of U.S. 31 and 106th Street:
1. Parking Lot Lighting:
The parking lot lighting has been designed in compliance with the U.S. 31 Overlay Zone
Ordinance and there is no spillage of light west of the median of Illinois Street. All parking will
be located on the portion of the site east of Illinois Street and not on the portion of the site west
of Illinois Street and adjacent to the residential areas.
2. Tree Preservation and Tree Buffering along the west side of Illinois Street:
Existing trees near the intersection of 106th Street and U. S. 31 are being preserved in
compliance with the U.S. 31 Overlay Zone Ordinance. Also, existing trees along 106th Street
west of Illinois, Street are being preserved in connection with the construction of the detention
:pond. Additional trees are to be planted west of Illinois Street to enhance the existing trees along
the eight(8) foot wall that is located on the western boundary of the Meridian at 465 Park
adjacent 'to the Reserve at Springmill subdivision.

3. Mechanical eQuipment:
As presented to the Commission the air conditioning condensing units and chillers and
the emergency power generator for the hospital will be fully enclosed within the building. The
cooling tower fans will be located on top of this enclosure and will be fully screened with a pre-
cast concrete wall. Furthermore, location of this enclosure is in the southeast comer of the
hospital building, which is as far away from residential areas as is possible. The mechanical
equipment for the three-story medical office building is located on the roof of the building and is
fully screened by pre-cast concrete walls. The screen walls not only hide the equipment from
view but also provide a sound barrier to minimize the sound of the equipment.
4. Helicopter Pad:
The hospital has no plans for a helicopter pad and none is shown on the plans filed with
Department of Community Services and with the Plan Commission.
5. Detention Pond:
Due to drainage and the topographic features of the site, the pond has been located along
I06th Street, west of Illinois Street, Our client has been in contact with the Urban Forester to
modify the landscape plan in order to preserve as many of the existing trees as possible adjacent
to the pond and I06th Street and to add new trees to further enhance the area to provide
additional screening and a visual backdrop to passers-by on I06th Street. This area is not adjacent
to the Reserve at Springmill subdivision and a detention pond for a larger office complex was
previously approved in this area of the site.
6. Meetings with Neighbors.
Since the Plan Commission meeting, Julie Christensen, of REI Investments, Inc., has met
with a group of the neighbors from the Reserve at Springmill Subdivision to further discuss and
address their concerns about noise, lights and traffic. As a result of that meeting our client has
agreed to the placement of additional trees west of Illinois Street and east of the wall. They
agreed upon the type, size and location of these trees. Further explanation was made concerning
the size, type and illumination level of the lighting for the project. Ms. Christensen is working
with the neighbors to set up a follow-up meeting with a larger group ofthe neighbors to show the

I wanted to let you know that we have continued to work with the neighbors.
Yesterday, at my suggestion, I met Norm Tabler at the property and we
literally located spots to put trees, chose tree heights, and tree types
(Colorado and Norway spruces) .
As you know, Norm read a prepared statement at the May 15 hearing, asking us
to work with him and the neighbors on issues of noise, lights and traffic.
We also pointed out the location, height and lumination of the light
fixtures.
I did not know it until I arrived, but he also had invited Jean Fronek and
the Halveston family. They were all quite satisfied with the location,
size, type and number of trees that I propose we add to the existing
landscaping on the west side of Illinois Street, just east of the 8'- 9'
brick wall. Most of these trees were already shown on the plan, but we will
come to Special Studies with additional information and be prepared to make
commitments on these trees. There were no requests for additional trees
near the detention pond, but plans completed by Bob Doster of Schneider
yesterday, do show additional trees around the pond.
Jean suggested another meeting with the neighbors to show them what progress
we had made, and I am waiting to hear a couple dates & times that they would
like us to corne to her home, or meet here at REI.
I'm sure those I met with yesterday will continue to represent their
interests at the meetings and through you, but I wanted to share with you
that I believe we addressed all of their concerns to date.

I am writing this letter on behalf on the homeowners in The Reserve II and individuals
living in the immediate area. Since construction of the Lilly Industrial Coatings building
nearby homeowners have been faced with a serious noise pollution problem which comes
from the mechanical equipment serving the Lilly building. For'the past year residents
from The Reserve I and II and I have been trying to find out how best to deal with this
issue and who will take responsibility for the problem. In the past we were informed that
the noise was from the interstate. However, this is riot the case. We clearly recognize the
sound any traffic noise coming from the 1465.
The problem is a high-pitched whine sound being emitted from the building's air
handling equipment when the system operates at high capacity; for example, on hot
summer days. Either bad design or faulty placement ofthe air handling equipment is to
blame. This amounts to a serious noise pollution problem that could probably be
remedied by insulation, increasing the height of the walls surrounding the equipment, or
some sort of system reconfiguration. We believe there is a solution if someone would
take responsibility.
At the Carmel-Clay Plan Commission meeting on May 15,2001, various individuals
presented issues concerning the new heart hospital proposed by REI Investments, Inc.
Remarks made included the noise problem associated with the Lilly property. This is the
same company that developed the Lilly building. Various promises were made for noise
control by representatives of REI and included location of the equipment, surrounding
walls, buffering, etc. In fact, in concluding remarks from the attorney representing REI,
Mr. Paul Reis, stated that the heart hospital would not have noise issues associated with
the LillY-building and that the latter had some serious noise problems. I am sure you can
obtain his exact remarks by viewing the videotape.

behalf of The Reserve II and other nearby residents. This seems like an opportune time
to resolve this matter given REI's current request before the Carmel-Clay Plan

RE: Heart Hospital and Medical Office building -landscape plan review
Dear Mark:
This letter is in reference to my review of the landscape plans submitted for the Heart
Hospital and Medical Office Building project at the southwest comer of 106th Street and
Highway U.S. 31 in Carmel. My comments are as follows:
1. The wooded area along 106th Street on the north side of this parcel is a natural
wildlife habitat and riparian corridor. The majority of this nature feature should
be preserved for its community value, the value of its natural infrastructure
functions, and as a natural buffer. Since it is the extreme north edge of the
property, the project should be able to be structured to avoid disturbing the area.
As John South noted in his letter of March 29th, 2001, this area could then be
utilized as dry detention, with the added cost savings of not relocating certain
utilities. If the parking space proposed for this area can not be relocated
elsewhere as surface lot, perhaps an additional floor could be added to the already
proposed parking garage.
2. The adjoining buildings are not shown with adequate foundation plantings on the
north, west, and south sides. Requirements for plantings adjacent to buildings are
found on the U.S. 31 Highway Overlay Zone Ordinance (Z-340) in Section
23B.I0.2.C.
3. Perimeter buffering requirements are established in Appendix 'A' of the U.S. 31
Overlay Zone Ordinance. It does not appear as if the existing trees adjacent to the
south perimeter are located on this parcel. Appropriate bufferyard and plantings
need to be shown.
4. Ten (10) Colorado Spruce are shown in an approximately ten (10) foot planting
strip between the west side of the parking garage and a driveway. Colorado
Spruce is a large growing, wide spreading evergreen. This planting space is not
adequate for these plants. At mature size, they would have to be cut back

severely to avoid tree/vehicle conflicts. They would do better if planted on the
east side of the parking structure in the open lawn area. Please choose a more
appropriately sized species for the west side planting strip.
5. The tree preservation detail 7/L102 is not adequate for detailing the preservation
of any trees and woodlands on this site. Tree protection options 'B' and 'c' are
not adequate to protect trees from decline and death. Those options do not protect
tree roots from disturbance or soil compaction. With heavy construction
equipment on clay soils, 90% of compaction happens on the first pass. Please
submit a detailed tree preservation site plan for the existing trees and woodlands
to remain. This plan should include details for all phases of construction.
6. Planting notes need to include the statement that all stakes and guy wires shall be
removed in one year.
7. GENERAL NOTE 18 (L102): In clay soils, the addition of peat moss, or like
amendments, is not recommended. Studies have shown tree root regeneration is
more effective when existing soils are used for back fill. This lessens plant stress
and provides for less plant mortality."

This letter is in response to May 15, 2001 - Department Report issued on May 10,2001
on the above-referenced docket number and as a follow up to our meeting of Friday, May 11,
2001 regarding the parking issues relating to the proposed Heart Hospital and Medical Office
Building to be located at the southwest comer of 106th Street and U.S. 31.
This multi-million dollar project will constitute a major capital investment in the area and
an enhancement to the U.S. 31 corridor. In order to meet the development and construction
deadlines for the timely completion of this project, it is imperative that this matter proceeds as
quickly as possible through the approval process. At the time of the filing of the Development
Plan on March 16,2001, the exact size ofthe hospital was not finalized. Consequently, the exact
amount of parking that would be necessary for the project could not be determined. Therefore, in
order to avoid the loss of valuable time which would have a significant adverse impact on the
project, our client prepared materials for two development scenarios to adequately address the
parking issue: one with a parking garage structure and the other with surface parking only.
Once the hospital size was finalized, the number of necessary parking spaces was
calculated in accordance with the zoning ordinance. As we agreed, the number of required
parking spaces is 523 spaces. Under the current site plan, 546 parking spaces are shown. This
plan includes 30 spaces in front of the hospital for reserved physician parking and 42 spaces in
the large surface parking area north of the medical office building to be located within the area
between the U.S. 31 right-of-way line and the 90 foot "build to line" (the "90 Foot Build-To-
Line Area"). Accordingly, we have prepared and filed a variance petition to allow for parking in
this area. The proposed landscaping within the 90 Foot Build- To-Line Area will effectively
screen this parking from view along U.S. 31. There are a number of reasons why our client chose
this parking configuration, which will be discussed below. Nevertheless, the parking could be

reconfigured and could be expanded to use the portion of the site located on the west side of
Illinois Street, which would eliminate the need for this variance. In that case, the parking plan
would provide approximately 30 spaces less than the required 523 spaces. The expense of a
parking garage cannot be justified for 30 spaces.
The following are some of the major reasons that were considered by our client and
incorporated in the design of the parking plan that was submitted:
(a) To avoid any parking for this development on the west side of Illinois
Street and to provide additional site landscaping in that area in order to be
sensitive to the existing residential areas to the west of this site, a minimal
amount of parking spaces were placed within the 90 Foot Build-To-Line
Area.
(b) Dedicated, reserved parking for the physicians immediately adjacent to the
hospital will provide greater efficiency by allowing the physicians to park
close to the hospital and to utilize the service drive on the south and east
sides of the hospital without interference from the pedestrian and vehicular
traffic of the patients and visitors to the hospital and medical office
building.
(c) It is cost prohibitive to construct a parking garage to provide the spaces
necessary to be in full compliance with the zoning ordinance. The size of
the hospital and medical office building do not require the additional
number of parking spaces that would have been added under the initial
proposed parking garage structure.
Based upon these economic and practical reasons, the parking garage was removed from
the plans as reflected in the drawings contained within the Plan Commission Information Packets
submitted to you on May 4,2001. For your use and per your request, I have enclosed twenty (20)
copies of two drawings showing proposed elevations of a parking garage, which were originally
filed March 16, 2001 with the Department. Please bear in mind that these initial drawings have
not been further developed due to the decision that the parking garage was not necessary and was
not cost effective.
We filed two developmental standards variance applications on April 13, 2001. The first
variance application requests that a limited amount of parking be allowed within the 90 Foot
Build-To-Line Area as I explained above. In the alternative, the second application asks for a
reduction in the total amount of parking spaces required for the development. Both of the
requests would allow our client to eliminate any parking spaces west of Illinois Street and
adjacent to the Reserve at Springmill residential subdivision. We will present these variance
requests at the May 29,2001 Board of Zoning Appeals meeting.
Based upon our meeting to clarify these parking issues and this submission of additional
information and documentation, it is our understanding that the Department will recommend at

I am writing this letter to you and other members of the Carmel-Clay Plan Commission
to express our concern with a proposed development by REI Investments, Inc. The
proposed site is on the SW comer of 106th and Meridian Street, just north of the
Thompson Corporate office location.
My wife and I have been residents of the Carmel area for many years and currently live at
373 Millridge Drive, in The Reserve 2. When we purchased our lot in 1997 and built our
home in 1998, we knew based on discussions with the developer and builder that the
development just east of us would contain additional commercial buildings. In fact, the
Lilly Industrial building was just beginning construction at that time and we investigated
the scope of this building project as part of our purchase decision So having an
appropriate office building on the above referenced property is not an issue; however,
construction of a hospital and parking garage, along with very extensive parking on this
relatively small real estate site seems totally out of context with the remainder of the
development and the surrounding neighborhood.
This is not a project that enhances the Meridian Corridor and maintains the character of
the desired type of commercial properties. While recognizing that zoning may provide
for the construction of a healthcare facility, the scope of the proposed hospital does not
lend itself to be an appropriate use for this remaining building site. It also seems to
ignore the issue of any need for another hospital facility given the close proximity of the
St. Vincent Hospital main campus and the St. Vincent's Hospital-North location.
More specifically, some of our concerns include:
1. Building a facility that is out of character with the surrounding developments and
neighborhood.
2. The scope and design of the project is extremely dense relative to other buildings in
. . this development and nearby areas.

3. As contrasted with normal commercial office buildings, a hospital represents a 24x7
business, which imposes a significantly different burden on the neighborhood. The
result is more traffic, noise, congestion, night lighting, and emergency vehicle ingress
and egress in the surrounding residential areas. Please note, there are no proposed
curb cuts for this development off Meridian; therefore, likely traffic patterns will be
Springmill, 106th, and the ,current entrance just south of the Thompson headquarters.
4. The proposed development crowds the site to the extent that plans call for the
project's retention pond to be place west ofIllinois Street. In all of our due diligence
discussions regarding this site there was never to be any development other than the
Lilly property on the west side ofIllinois. What is proposed eliminates a tree buffer
that exists today on the SW comer of l06tb and Illinois.
5. REI as the developer and the Lilly Industrial property owner have not shown any
regard for the noise problem that affects property owners in The Reserve 1 and The
Reserve 2. Either bad design or faulty placement of the air handling equipment for
the building's heating and cooling system results in a high pitched whine sound to be
emitted when the system operates at high capacity; for example, on hot summer days.
This amounts to serious noise pollution, which could probably be remedied by
insulation, increasing the height of the walls surrounding the equipment, or some sort
of system reconfiguration. To date there has been no regard shown for nearby
residents. There is an even greater concern for similar noise pollution problems with
the proposed hospital. How will this project's mechanical configuration assure that
another problem is not created for the neighborhood?
6. Lighting for the large parking area, garage structure, and hospital itself is another
concern. Especially considering the around the clock usage of a hospital, the
development's lighting could represent a serious problem for surrounding neighbors.
7. The site plan eliminates the wooded parcel on the property's north side along l06tb
street because the size of the proposed development is too large for the site
dimensions. There is little green space provided for in the site plan; what exists is
essentially a parking lot.
8. As indicated above, the proposed hospital location forced on this relatively small real
estate parcel, is not in keeping with what was envisioned along Meridian and not in
concert with the rest ofthe office park development and with the other structures that
are in the immediate surroundings. If some sort of health care facility were to be
constructed on the proposed site given proper roning concurrence, the project's size
and scope needs to take into account proper land use and neighborhood concerns.
We recognize that this is very valuable real estate and the owner/developer has a right to
optimize their investment opportunity. At the same time this property along Meridian
serves as the entryway for people entering Hamilton County from the south on Meridian.

Dear Commission Members:
I am writing in regard to the Heart Hospital that is proposed for the southwest
c~rner of 106th and Meridian Streets. This project concerns me because my
home, at 113 Millridge Drive, in the Reserve II, is directly west of the project
site, separated only by Illinois Street.
My concerns are general site plan, noise, landscaping, and lighting, all of
which are interrelated. Regarding the general plan, the development appears
too big for the site. It appears that virtually every square inch other than the
buildings will be an asphalt parking lot. I suggest a wider border of
landscaping all around the site, and particularly along Illinois Street.
On this subject, I would feel better if the retention pond were on the site itself
(i.e., east of Illinois Street) rather than replacing a beautiful and peaceful grass
area.
With regard to noise, I am concerned with the increased noise that traffic to
and from the project site will produce. If the project involved a nine-to-five
business, like neighboring sites along Meridian Street, I would be less
concerned, as my family and I are generally away during the business day.

However, this project involves a 24-hours-a-day, seven-days-a-week business
operation. For that reason, I think that it is particularly important that steps be
taken to protect residential neighbors from noise at night and on weekends.
With that in mind, I have the following suggestions: First, it should be
understood that no helicopter traffic will be involved. Second, traffic should
not include extra-loud vehicles like motorcycles, at least during non-business
hours. Third, steps should be taken to protect residential neighbors from
sirens, especially during non-business hours. Fourth, controls should be
instituted to protect residential neighbors from the HV AC noise generated by
such recent projects as Lilly Industries, farther south on Meridian Street.
With regard to lighting, I suggest that the lights in the parking lot be designed
to focus the light as much as possible on the parking lot itself, with as little
illumination outside the site as possible.
With regard to landscaping, I suggest as many large, mature evergreen trees as
possible to reduce visibility of the project by residential neighbors. Raised,
mounded borders would help.
I am greatly concerned with traffic, both because of the danger to residential
neighbors and also because of noise, and because it will be a round-the-clock
business. In my view, the least desirable traffic flow is one that involves
access to the site from Illinois Street. I would far rather see access from any
other direction: from Meridian Street, from the south border of the site, or
from 106th Street. None of these access points directly abuts residential
development, as Illinois Street does. By that standard, Illinois Street is the
worst possible access point.
I respectfully request that you consider these thoughts when you review the
site plan.

I have been a resident of Carmel for thirty years. Two of my children have gone
through the Carmel school system, and my youngest daughter\is currently at Carmel Jr.
High School. I have had the opportunity to watch Carmel grow from a relatively small
community to a large community. Having understood the growth and participated in it, I
fully appreciate the job that the plan commission must undertake to provide for the
orderly growth of the community. I am currently a resident, of the Reserve II.
It has come to our attention that at 106th and Meridian a four- story heart hospital
and parking garage will be built. It is my understanding that it is appropriately zoned,
however the developers are coming before the plan commission for approval of lighting,
landscaping and matters attendant thereto. It is of great concern to the residents of our
community, in order to maintain a delightful place to live and one in which our property
values will keep pace, that the lighting is such that it does not disturb the peace and
franquility of our ability to enjoy our property. Landscaping is also very important in
terms of not only aesthetics but also buffering. Landscaping can buffer not only the
buildings, but the noise.
I would urge the plan commission to protect the residents of the Reserve from the
commercial development in a way to ensure that the homeowners are able to fully enjoy
their property and maintain what they bargained for when they built their homes.

Meridian at 465 Commercial Park, south and west of the intersection of 106tb Street and
US 31.
When we purchased our home in The Reserve 2, we were informed that there would be
commercial development behind our home between 106tb Street and the Thompson
building. It was our expectation that this would be another office building. We are
surprised and disappointed to hear that the developers propose to build a hospital and
office building.
There seems to be no precedent for such development along Meridian. Actually, on
Meridian from the downtown to Westfield, there are only two hospitals. One is in the near
downtown area, Winona, and the other is in a very well buffered zone in Carmel, St.
Vincent's North.
It appears that putting a hospital in the relatively small area under considemtion could be
an "over use" of the property in question. Some of our concerns leading to this conclusion
include the following:
1. We arc concerned about noise from the mecbanica1s, particulary the air conditioning,
of this project. Reserve 1 and Reserve 2 are already suffering from the excessive noise
from the building built originally for Lilly Industrial Coating.
2. We are concerned that sirens sounding as they arrive at the hospital with emergencies
will create nuisance.
3. ,In contrast to an office building which is more or less a 9 to 5 operation, this hospital
will be a 24 hour a day, seven day a week, 365 day a year operation. We believe that
such an active facility would be better placed on a larger, well buffered property.

4. We are concerned that with the limited vehicular access to this property, traffic could
be a significant problem.
5. We are concerned that the lighting needs for this property could create a nuisance.
6. We are concerned that the hospital initially or some time in the future would place a

We realize that this is valuable property which should in fairness be developed to the
benefit of the owners. We believe that it should also be developed in a responsible way.
This property is too small to support a busy activity like a hospital. This hospital which no
doubt will be an asset to our community, should be placed on a larger, more accessible,
and better buffered piece of land. I believe that this property would be better used for an
office building similar to the types that are already existing in the nearby corridor.

Dear President Anderson:
It is our understanding that despite the many concerns that have been voiced, plans have
been preliminarily approved to construct a hospital and associated structures in the
northwest quadrant of the intersection of96tb and Meridian streets. We would like to
register our strong opposition to this plan. When we built our home in the Reserve
Section n we anticipated that our quiet residential neighborhood would retain its special
appeal and increase in value over the years. Instead, we have witnessed the construction
of the Eli Lilly & Co. corporate offices (building since vacated) and the prospect of a
major shopping complex directly behind our property.
The thought of adding a hospital to this area is absolutely ludicrous. First, it is not
needed. We are situated directly between the two principal St. Vmcent Hospital
campuses and a relatively short drive from Methodist Hospital. Why we need an
additional hospital complex with all its traffic, noise and associated problems is a
complete mystery to us. It is certainly not necessary for adequate access to medical care.
Second, the neighborhood in which we live is largely occupied by professional people,
some of whom are retired and some, like us, who still live extremely busy professional
lives. We greatly value the sanctity of our neighborhood and feel that it exemplifies one
of the attractions for additional professional people to Indianapolis. Building hospitals,
shopping complexes and other commercial ventures right next to very expensive
residential neighborhoods, in a completely random and chaotic manner, greatly devalues
both our property and the ability oflndianapolis to attract more professionals and others
who have a very positive impact on the economy of our city.
Notwithstanding all the above, should plans proceed for construction of this hospital
complex, we most strongly urge that certain specific issues be addressed. First, there
must be substantial landscaping to protect the adjacent neighborhoods from the noise,
commotion and clutter associated with the hospital complex. Second, it is very important
for there to be as low intensity lights around the complex as possible. And third, noise
control in general must be carefully and effectively executed. Since (it is our
understanding) this is to be an acute care facility for cardiac patients the prospect of
constant sirens and even helicopters is clearly likely. This will be very deleterious to the
surrounding neighborhood, not unlike living right next to a combination airport/railroad
track.

We urge you to seriously reconsider the entire plan to build additional hospitals and other
commercial enterprises in this area without regard to residential concerns. And if that is.
not done, at the very least have some consideration for the quality ottife of the
surrounding neighborhoods.

Dear Ms. Anderson:
As residents of the Reserve at Spring Mill we are interested in the proposed acute
care hospital to be located on the parcel ofland at Meridian and 106th street and
borders on our community. As you may know this community is made up of
many retired or soon to be retired families that wish to live in a quiet and peaceful
neighborhood near the many services of the north side of metropolitan
Indianapolis.
We had believed that eventually an office building would be built on this site but
never did we imagine an acute cardiac hospital over the wall that separates us
:from this commercial development. Our concerns'for the quality ofiife we have
enjoyed here the, past three years are many but our main objections to this project
are as follows:
1) Noise - There is no question in our mind that sirens and perhaps even
a helicopter will become routine and intrude on our enjoyment of our
patios and walkways. We are at this time trying to get some
satisfaction from the noise ofthe heating and cooling fans :from the
Lilly building and so far have not had much attention paid to our pleas
for some kind of solution to this problem. Also we worry about the
noise of trash trucks as they collect from a hospital dumpster.
2) Lighting - As a hospital we feel that there will be much more light
from the building during the evening and nighttime hours and that this
will be distracting to those families whose bedrooms border this
property as well as increase the artificiality of the neighborhood as a
whole.
3) Traffic - Spring Mill Road has become so much more heavily
traveled in the past few years and we feel that t~will make an even
greater demand on a road that was designed to bea residential byway
and does not handle this extra load easily; and we fear the alternative
of widening this road that is one ofthe loveliest in our city.

4) Landscaping - We are concerned about the need for a retention pond
and how that will impact the existing trees and plantings. We would
oppose the removal of any trees in this area. We are also concerned
about the quality and number of trees Cifany) that are planned for the
west side of the property to give us some relief from the view oHhis
project.
Thank you for your consideration of our concerns and we hope that you will look
at this project not only in your capacity as city planners but also as home owners
yourselves and imagine how you might feel if faced with such a project in your
own backyard. Thank you for taking the time to read our letter and we trust you
will give thought to it as you make decisions in this matter.

proposed heart hospital presented to us by REI Development.
Among the many concerns that we have we will mention tbeareas of most
importance altbis time:
1. The Reserve 1 & 11 at Springmill is contiguous to the proposed development.
In this development there are sixty four up-scale luxury homes, so our primary
concern is the de-valuation of our properties.
2. Following that concern, and not necessarily in this order, would be the
additional traffic north and south on Springmill Road.
3. Tbe seventy-two foot height of the tower building which would be the tallest
building in the compleL
4. Lighting that would penetrate our development.
5. Noise created by a twenty-four hour, three hundred and sixty-five day
operation.
6. BufTer zones, such as landscaping.
For the sake of not creating a lengthy letter, we will leave you with the above to

6. Upon initial review, it appears the following bonding requirements will apply to this project:
Street Cut/Right Of Way Permit and Bonding Requirements
Any work in dedicated right of way will require a Street CutlRight of Way Permit and a License and
Permit Bond. The bond amount will be detennined by the number of instances of work in the right of
way (curb cuts, median cuts, pipe crossings, etc) @ $2,000.00 per instance. The bond will be to tile
City of Cannel WitIl an expiration date of not less than one-year from date of issuance.
PROJECT COMMENTS
7. Please provide justification for tile proposed two median cuts. AltIlOugh we realize tIlis is a hospital
use, where safety and accessibility are critical, we are always concerned when a boulevard type
tIlOroughfare is subject to median cuts. We would like to understand the desired flow of critical,
hospital traffic in and out of tile site. Additionally, please indicate on tile site plan, Sheet C101, the
next existing median break south of tlus site.
8. We request you relocate tile Illinois Street stonn crossing, from Structure #611 as indicated on Sheet
CI02, to Structure #630. Tlus would avoid a separate road repair and would accommodate the median
installation and paving all in one area. New surface would be required across the entire
median/entrance area. However, BPWS approval will be required for tile open pavement cut at either
location.
9. Label and dimension all right of way lines.
10. Provide plan and profiles for stonn sewers. There appear to be steep grades, which could cause
erosion in tile detention area.
11. Please indicate more clearly the location, size and elevations of all pipes which outlet to the drainage
ditch along 1061h. Tlus is tile same ditch the detention area outIets to.
12. Please show drainage patterns along tile north entrance and access drive (with arrows). We want to
assure excessive drainage does not outlet to Illinois Street.
13. Please provide more grading detail for the Northeast comer of the site. The ditch along U.S. 31
appears to be providing some storage but it appears considerable drainage is being accepted by
structure #641. Please provide proposed contours.
14. The right of way pavement section should be 9 inches stone, 4 inches binder and 1 Y; inches surface
asphalt.
15. It would be helpful if entrance plans were included. Please note all existing improvement that will
require relocation including streetlights, trees, etc. Include all dimensions, limits of pavement saw
cuts.
16. Provide a maintenance of traffic plan for the construction of the entrances and median cuts.

This letter is in reference to my review of the landscape plans submitted for the Heart
Hospital and Medical Office Building project at the southwest comer of 106th Street and
Highway U.S. 31 in Cannel. My comments are as follows:
1. The wooded area along 106th Street on the north side of this parcel is a natural
wildlife habitat and riparian corridor. The majority of this nature feature should
be preserved for its community value, the value of its natural infrastructure
functions, and as a natural buffer. Since it is the extreme north edge of the
property, the project should be able to be structured to avoid disturbing the area.
As John South noted in his letter of March 29th, 2001, this area could then be
utilized as dry detention, with the added cost savings of not relocating certain
utilities. If the parking space proposed for this area can not be relocated
elsewhere as surface lot, perhaps an additional floor could be added to the already
proposed parking garage.
2. The adjoining buildings are not shown with adequate foundation plantings on the
north, west, and south sides. Requirements for plantings adjacent to buildings are
found on the U.S. 31 Highway Overlay Zone Ordinance (Z-340) in Section
23B.I0.2.C.
3. Perimeter buffering requirements are established in Appendix 'A' of the U.S. 31
Overlay Zone Ordinance. It does not appear as if the existing trees adjacent to the
south perimeter are located on this parcel. Appropriate bufferyard and plantings
need to be shown.
4. Ten (10) Colorado Spruce are shown in an approximately ten (10) foot planting
strip between the west side ofthe parking garage and a driveway. Colorado
Spruce is a large growing, wide spreading evergreen. This planting space is not
adequate for these plants. At mature size, they would have to be cut back

severely to avoid tree/vehicle conflicts. They would do better if planted on the
east side of the parking structure in the open lawn area. Please choose a more
appropriately sized species for the west side planting strip.
5. The tree preservation detail 7/L 102 is not adequate for detailing the preservation
of any trees and woodlands on this site. Tree protection options 'B' and 'C' are
not adequate to protect trees from decline and death. Those options do not protect
tree roots from disturbance or soil compaction. With heavy construction
equipment on clay soils, 90% of compaction happens on the first pass. Please
submit a detailed tree preservation site plan for the existing trees and woodlands
to remain. This plan should include details for all phases of construction.
6. Planting notes need to include the statement that all stakes and guy wires shall be
removed in one year.
7. GENERAL NOTE 18 (LI02): In clay soils, the addition of peat moss, or like
amendments, is not recommended. Studies have shown tree root regeneration is
more effective when existing soils are used for back fill. This lessens plant stress
and provides for less plant mortality."

Weare concerned about the proposed Heart Hospital at l06th and Meridian

The lighting, noise and size of the project are of particular concern.
Since a Hospital never closes, the lighting in the parking lots and other areas
would be very distracting. The noise of this 24-hour operation, coupled with
sirens would be annoying. The size-120 beds-seems large for the size of the
land.
All of this would distract fronl the value and enjoyment of our home. We
hope you reject the 24 hourl7day a week plan and instead eventually build a
regular office building there.
Tfyou are going to let this 24/7 operalion be there, please turn the lights away
from our residential ares, leave space between the project and our homes and
require that it be heavilv landscaped between Reserve II and the project.
Landscaping such as tall, full evergreen trees with other year round foliage to
block the lights, noise and view would be helpful.
Our real hope is that you will save this land for a more nonnal office
operation.

2. The adjoining buildings are not shown with adequate foundation plantings on the
north, west, and south sides. Requirements for plantings adjacent to buildings are
found on the U.S. 31 Highway Overlay Zone Ordinance (Z-340) in Section
23B.I0.2.C.
3. Perimeter buffering requirements are established in Appendix 'A' of the U.S. 31
Overlay Zone Ordinance. It does not appear as if the existing trees adjacent to the
south perimeter are located on this parcel. Appropriate bufferyard and plantings
need to be shown.
4. Ten (10) Colorado Spruce are shown in an approximately ten (10) foot planting
strip between the west side of the parking garage and a driveway. Colorado
Spruce is a large growing, wide spreading evergreen. This planting space is not
adequate for these plants. At mature size, they would have to be cut back

severely to avoid tree/vehicle conflicts. They would do better if planted on the
east side of the parking structure in the open lawn area. Please choose a more
appropriately sized species for the west side planting strip.
5. The tree preservation detail 7/LI02 is not adequate for detailing the preservation
of any trees and woodlands on this site. Tree protection options 'B' and 'c' are
not adequate to protect trees from decline and death. Those options do not protect
tree roots from disturbance or soil compaction. With heavy construction
equipment on clay soils, 90% of compaction happens on the first pass. Please
submit a detailed tree preservation site plan for the existing trees and woodlands
to remain. This plan should include details for all phases of construction.
6. Planting notes need to include the statement that all stakes and guy wires shall be
removed in one year.
7. GENERAL NOTE 18 (LI02): In clay soils, the addition of peat moss, or like
amendments, is not recommended. Studies have shown tree root regeneration is
more effective when existing soils are used for back fill. This lessens plant stress
and provides for less plant mortality.

Dear Ms. Anderson:
I am writing in reference to the plans for construction of a hospital on the southwest
comer of 106th and Meridian. As a life-long resident of Carmel, I have lived in an area
that has experienced enormous growth and change. Carmel has grown from a small city
with many small city benefits to a large city with many large city problems. Many of the
things that made Carmel a really wonderful place to live, rear children and work are no
longer part of this community. Of necessity, many changes come with growth.
However, over the years, growth has been allowed to happen with very little concern for
quality of life, aesthetics, community history, neighborhood consideration, or character of
an old, vibrant and unique community. Now Carmel is just another community
victimized, urbanized, "automatized", populated, deforested, paved by urban sprawl.
Looking back I realize that zoning for quality of life has always taken a back seat to
zoning based on quantity of tax revenue. Plans for a hospital backing up to an existing
residential area with access only from a side street or through an office park with no
public transportation is very short-sighted. There are many other tracts of land in the area
near already major cross streets not backing on residential property that would provide
adequate access without disturbing an area with lighting, noise and 24 hour service needs.
I plan on vigorously opposing construction of the hospital on this site. In fact, I seriously
question the need for another hospital in our area at all. Within this area, no more than 20
minutes away, are 3 major hospitals, countless medical offices, surgery centers, labs, etc.
Enough is enough!
You can call me "heartless" but happy ifthe Commission would reconsider it's decision
on allowing construction of a heart hospital on this site.

Topics, but we have never seen plans and have never been contacted by the developer about sewer service
requirements for the project. Please have the developer send us plans or contact us. Building permits should NOT be
issued without the District's connection permit.

District's connection permit.
For your information, the Merchants' Pointe projects will be served by Carmel Utilities as the District ceded this area to
Carmel in 2000 and it is now their's to serve.

I have reviewed the construction plans and have the following comments: .
The existing ravine at the north end of the project is a natural feature worth
preserving. The wooded ravine has esthetic value and provides riparian habitat and
buffer. I would suggest using the existing ravine as a dry detention basin for the
site and locating a parking lot on the west side of Illinois Street. An additional
benefit is not having to relocate the existing sanitary and stom sewer.
The erosion control plan provides good information to button up the site when
construction is complete. The erosion and sediment control plan does not address
how the contractor will mass grade the site and prevent offsite sedimentation while
he is doing it. A site specific construction sequence is needed along with
appropriately designed sediment control practices that will prevent offsite
sedimentation. Please complete a plan that will provide direction to the contractor
and have sufficient detail for installing the necessary BMPs.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Heart Hospital
and has approved the plans subject to the following:
1. We are requesting the addition of two (2) additional fire hydrants to be located at the northeast
corner and southeast parking islands of this project.
2. A dry standpipe system will be required for the parking garage as required by the Indiana
Building Code Table 9-A; point # 5.
3. We are requesting exterior access doors on the two (2) riser rooms of this project.
4. We are requested two (2) Knox boxes to be mounted by the exterior riser room doors.
5. We are requesting Knox fire department connection caps for the siamese connections of the
sprinkler system to abate the tampering with these connections. An application for both Knox
boxes and Knox FDC caps are available through our office.
6. A roof top siamese connection for the four-story hospital will be required as stated in the Indiana
Building Code.
7. If required by the Indiana Building Code, an area separation shall be provided between the
Medical Office Building and the Hospital
Please respond to the above noted condition(s) in writing and submit to our office prior to the
scheduled Technical Advisory Meeting for this project.
