Indiana - 1422 Kevstone Way Report D D D D D D D D D D D o o D D D o D D INTRODUCTION Donatos Pizza is planning to develop a new restaurant at a 1.00 acre site located on the west side of Keystone Way just north of 116th Street in the City ofCarme~ Hamilton County, Indiana. This report presents the stormwater drainage system design computations for the proposed project. The enclosed computations and conclusions support the request for a local stormwater permit. The data in this report will demonstrate that the proposed development will help to alleviate some of the existing drainage problems associated with this site by conveying the onsite stormwater runoff to an existing storm sewer instead of inlets which appear to have no outlet. The stormwater runoff rate will be reduced by 23% in a ten year event and 26% in a 100 year event. It will also show that the onsite stormwater system will have 10 year flow capacity. EXISTING SITE DESCRIPTION Under existing conditions, the tract consists of an existing masonry building (formerly Noble Romans Pizza), the associated asphalt parking lot, and three drive entrances. The existing site drains generally from west to east. A small portion of the west side (0.08 acres) drains via direct sheet flow off of the property to an existing catch basin located in the asphalt driving area of the adjoiner to the west. The south half of the site drains via sheet flow to an existing catch basin located at the northeast comer of the existing east drive entrance. The north half of the site drains via sheet flow to the north side of the building and along the north curb line or drains into the access drive to the north of the site with both areas draining to an existing catch basin near the northeast comer of the site. Lukas and Mann Associates has obtained a drawing from the city engineer's office that shows an existing 15" pipe running north and south along the west curb line of Keystone Way. A field investigation by our office revealed that the two existing catch basins along the west side of Keystone Way are not connected to this system and appear to have no outlet at all. The investigation also revealed a 15" concrete pipe running south out of a curb inlet located approximately 100 feet north of this site. PROPOSED CONDITIONS The proposed site will be divided into 3 drainage basins which will collect stormwater via area inlets and curb inlets. These inlets will convey the stormwater via 12" HDPE pipes to a proposed structure to be set north of the north curb line of the proposed east drive entrance. This structure will connect to a structure set over and connected to the existing 15" storm sewer and replacing the existing catch basin located here. The runoff for the proposed site will be contained completely onsite and in the proposed storm sewer system and will alleviate the storm drainage running from this site and onto the access drive north of this site. This should thereby lessen the drainage load on the existing catch basin which appears to have no outlet. 1 o o o D I D D D D D D D D o o D o o D D DESIGN REQUIREMENTS The onsite stormsewer system has been designed to covey the peak discharge from the post development 10 year frequency Huff20d quartile, 50% probability rainfalVrunoffevent in an open channel flow condition. It has also been designed to reduce the potential for road and property flooding by directing runoff to the existing storm sewer system which has a positive drainage outlet. METHODOLOGY The stormwater drainage conditions were analyzed by studying the available information for the site. This available information included the USDA Soil Survey for Hamilton County, Indiana, the site's topographic survey, the site grading/drainage plan, information contained in the Hamilton County GIS system and the rainfall data contained in the Indiana Department of Natural Resources Rainfall for Indiana manual. These data were then used to design the proposed stormsewer system. WATERWORKS uses the soil type, land use, time of concentration and theoretical rainfall amounts to develop runoff hydro graphs for each flow entry point in the system (each inlet has its own hydro graph). The generated hydrographs are combined and routed through the stormsewer system. This methodology is believed to be more accurate than the rational method and the WATERWORKS model utilizes the same accepted SCS unit hydrograph methodology found in the SCS TR20 runoff model. The program also computes the hydraulic grade line for each event modeled. . RESULTS The pre-developed 10 year peak runoff for this site is 2.96 cfs. The post developed 10 year peak runoff for this site is 2.27 cfs (a reduction of23%). The pre-developed 100 year peak runofffor this site is 4.68 cfs. The post developed 100 year peak runoff for this site is 3.47 cfs ( a reduction of 26%). The reduction in the pre to post rates can be attributed to a reduction in impervious surface area at the site. SUMMARY This report provides technical information supporting the request for local approval of the proposed drainage system associated with the proposed new Donatos Pizza project along Keystone Way in Carmel, Indiana. By reducing the impervious surface area of the site and connecting the stormwater runoff from this site to the IS" pipe along Keystone Way as was apparently intended, we believe the re-development of this site will improve the existing drainage conditions. 2 D Cannel.
