The applicant seeks site plan & design approval for a new mixed-use development containing a 4-story, about
74,000 sq. ft. office building; 4-story, 35-unit multi-family and 8-unit condo buildings wrapping an interior
parking garage (about 305 spaces). The overall site is about 1.4 acres and is located at the northeast corner of
Main Street and Rangeline Road. The office building address is 10 East Main Street. The multi-family and condo
building address is 41 North Rangeline Road. It is zoned C-2/Mixed Use and is not located within any overlay
zone. Filed by Ken Stroke of Lauth.
Site Context:
This site is bordered primarily by commercial properties zoned B-1/Business, B-2/Business, B-5/Business, and C-2/Mixed
Use. East of the site are R-3/Residential zoned properties. The R-3 parcel immediately east is a parking lot owned by the
City, and further east are residential homes. Please see the Petitioner’s Info Packet for additional information.
Project Details:
• Office Building materials: brick, stone (5 colors/types), EIFS (3 colors), aluminum storefront, metal coping and
metal panel (HVAC screening)
• Condos/Apartments materials: brick, fiber cement siding, EIFS, cast stone, metal railing and balcony, asphalt
shingles
• Parking garage materials: pre-cast concrete (painted) with brick veneer form liner on the first floor/smooth texture
on remaining floors, perforated metal screen panels over window openings, EIFS (cornice detailing)
• Building heights: Office is 4 stories at 64’ tall to parapet, Condos/Apartments are 53’ to parapet, Parking garage is
5 floors of parking, fully concealed by residential buildings except for south façade; up to 75’ allowed
• Parking (Please note there are no parking requirements in the C-2 district): 305 garage spaces
• Bicycle parking: The Petitioner is currently working with the Active Transportation Coordinator to locate bicycle
parking in the most convenient and accessible locations around the entire site and within the parking garage. An
update will be provided at the public hearing.
• Pedestrian Connectivity:
o 7.5’-13’ wide concrete and decorative paver sidewalks provided
o Large public plaza (approximately 850 sq. ft.) at the corner of Main and Rangeline, where the Rotary
Club clock will be relocated
o 19’ wide public plaza/linear park between the office building and parking garage
• Lighting plan: submitted for office building, need update on lighting for residential buildings
• Landscaping plan: primarily building base plantings and planters will be utilized. The Urban Forester has
approved the plan.
• Signage plan: submitted for office building and very close to being finalized
DOCS Comments/Concerns – please finalize the following:
1. Bicycle parking plan
2. Lighting plan for residential buildings and finalize office building plan
3. Signage plan and please note that permits will be required for all exterior signage for the buildings
Recommendation:
The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item
with the following conditions:
1. Final approval letters needed from: Engineering Dept., Utility Dept., Alternative Transportation Coordinator
2. Petitioner works with DOCS Staff to complete review process in Project Dox.
