51. Docket No. 05090001 OA: Parking Ordinance Amendment
The applicant seeks to amend the Zoning Ordinance, Chapter 27: Additional
Parking & Loading Regulations, in order to modify parking standards.
Filed by the Carmel Department of Community Services.
The public hearing for this item was held at the September 20, Plan Commission meeting. No
one from the public spoke in opposition. At the Subdivision Committee meeting on October 4,
the item was tabled to allow committee members time to review and provide comment. At the
November 1st meeting a few additional edits were suggested. Please refer to the revised draft
included with the agenda to see the proposed ordinance in its entirety. This item received a
unanimous positive recommendation from the Committee.
A summary of changes made at the Special Studies Committee is as follows:
1. Shared Parking language moved to Zoning Waiver section.
2. Added language for On-Street Parking computation and location.
3. Incentives Offered for Shared & On-Street Parking Section deleted (formerly
27.05).
4. Increased Zoning Waiver purview from 10 to 35 percent to be consistent
throughout ZOo
5. Adjusted required spaces for educational uses (now calculated per student
capacity).
6. Increased requirements for Conference/Civic Center, Clinic or Medical Health
Center, General Offices, Public Service/Gov't Facilty, Research Laboratory.
7. Decreased requirement for Shooting Gallery.
8. Added an Office, Call Center category at one space per 150 square feet.
9. Added requirement for additional spaces in Multifamily and Attached dwellings.
10. Clarified that private garage spaces do not count toward residential parking
requirement.
The Department recommends that the Plan Commission forward this item to the City
Council with a positive recommendation.
