I am seeking a renewal of the following special exception approval for a STRR at my home at 131 Beechmont Drive, Carmel, IN 46032. I am asking for additional days, different and more than 30 specific days given by the city council, to short term lease a portion of my home. Flexibility of a special exemption allows me to short term lease a portion of my house when my family is not all at home, i.e. college, work, and travel, when it does not overlap with the 30 days in which those days our family would and could be all at home. This provides support for special events that occur and the surrounding area as well as additional options for travelers coming to Carmel who, in a post COVID world, may be more comfortable staying in a short-term rental home than in a hotel. There will be NO parties and NO events allowed at the residence and this will be strictly enforced.The number of guests are strictly limited.There is a security camera at the outside entrance which guests are aware of prior to renting. Our home is a very nice home today,with the proceeds from the STRR we will reinvest in our home which will allow it to be one of the nicer homes in the neighborhood and with the strict protocol we have in place for our rental guests our neighbors will not be impacted in a negative way. Our goal would be to hopefully increase property value by continued reinvestment of rental proceeds back into our house. 2. This Special Exception will be compatible with existing land uses in the neighborhood because: My guests are families who come into town for various local cultural,sporting, and other events,jobs,visiting family, etc.These families work and visit in our community supporting local shops, restaurants,grocery stores, etc.The families looking for short term leasing options at my home are looking for a residential area that they feel safe in,an area that is quiet and a location that is central for the places they work or travel to, no different than most, if not all,of our current neighbors. 3. Vehicular and pedestrian traffic in and around the premises will not be substantially affected by this Special Exception because: I strictly enforce all guests to park in the driveway or use the 2 car garage.There is a maximum guest limit of 6 per family, including children and that is strictly enforced. No parties or special events are allowed in the home by a rental guest there no extra cars or pedestrian traffic will be added. I have four kids and at times they have all lived here.We had more cars in our driveway as a family than any of my STRR guests will have so the impact of vehicular traffic and pedestrian traffic while my house is being rented will actually be less than if my entire family is at my house. Yes DECISION No: The Board has reviewed the requirements of UDO, Section 5.72 as they relate to this Special Exception, and does not find that those criteria prevent the granting of the Special Exception. IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Special Exception Docket No. is granted, subject to any conditions stated in the minutes of this Board,which are incorporated herein by reference and made a part hereof.
