Docket No. 05120002 OA: Patch VI - Ordinance Amendment The applicant seeks to Amend Chapter 6: Standards of Design and Chapter 9: Plat Certificates, Deed of Dedication of the Carmel Subdivision Control Ordinance, The applicant seeks to Amend Chapter 3: Definitions; Chapter 5: S-lIResidence District; Chapter 23C: US Highway 421 - Michigan Road Corridor Overlay Zone; Chapter 23F: Carmel Drive - Range Line Road Overlay Zone; Chapter 25: Additional Use Regulations; Chapter 25.07: Sign Ordinance and Appendix A: Schedule of Uses of the Carmel Zoning Ordinance. Filed by the Carmel Department of Community Services. The Department of Community Services seeks to amend the Subdivision Control and Zoning Ordinances. This patch makes some alterations that have been requested over the past few months. Please see the original information packet for full details. The public hearing for this item was held at the December 20, 2005, Plan Commission Meeting. Several people raised concerns with certain sections of the amendment - specifically the language regarding mining, and the sections that alter permitted retail uses north of 106th Street within the 421 Overlay Zone. Staff feels that each section should be discussed in detail, and possibly sent forward separately (or in groups) as they are approved. If it is the desire of the Subdivision Committee, some of these proposed amendments can be sent to the Special Studies Committee for further discussion and resolution. Given that this is the only item on this month's Subdivision Committee agenda, staff felt like an initial review could take place at this committee meeting. The Department recommends that the Subdivision Committee approve the request after all comments and concerns have been addressed. Staff does not expect this item to move forward until it is fully discussed by committee members and additional input is heard by staff and stakeholders. Note: The item only requires approval by committee.
