Committee Comments:
Christine: Can you show us the examples of the building materials?Jessica Sewell,Cityscape Residential:Presented
physical samples of the exterior building materials. This stone and hardy will be on the all the buildings.4-5 colors will
be used.
Christine: Was more greenspace added around the pool area?Jim Thomas,Cityscape Residential: The sidewalks might
have moved,but it's the same amount we presented in our first site plan. Christine: What's the size of the pool?Jessica
Sewell: Our pools are typically 1,500 sq. ft.
Christine: There's been discussions in breaking up the long building along SMR.Is there a possibility to separate these
three buildings? Jim Thomas: Originally,there was an off set to this building,and the pool was located on the outside of
the building,along SMR. The adjacent neighbors told us they didn't want the pool to be located along SMR,so we moved
it to be within this development. We are complying with every detail of the PUD. Christine: I like the new location of the
pool.We just had the concern of the long facade and what can you do to break it up?Carrie: I like how the building
renderings look.There's a lot of variation to it.Josh: I was the one who thought the building mass along SMR was very
large.Jon Dobosiewicz: There's a 30' horizontal offset between building#1,clubhouse,and building#2.
Carrie: From the sight line exhibits,you are showing if you are standing on 111"' Street and on SMR,you won't be able
to see the 5-story building.Jim Thomas: Correct.The berm is 6' in height and is close to the curb.Jon Dobosiewicz:
There's landscaping along the fronts of Spring Mill Place,and there's landscaping along SMR and 111tb Street.
Carrie: Is an access required along 111tt'Street?Alexia Lopez: It's allowed in PUD,but not required.Josh Kirsh: The
City Engineer could not be here tonight. He believes that there should be a roundabout there for safety purposes and wants
a connection.He believes that a right-in,right-out is not the safest option. It will not be like the Dorset Blvd.roundabout.
The City Engineer believes the movement will be heavier from the south going to the Market District to shop.The traffic
study supports that majority of people will be traveling north at this access point. Carrie: Is there an example of two
roundabouts this close to each other?Jon Dobosiewicz: A variance is being requested because the PUD doesn't allow it.
Illinois Street has changed in the last 10 years and the 111th Street overpass now exists. The Cannel Engineer provided us
specifications,and we will design it.
Josh: I love adding greenspace,but now just provided a place for dogs to poop.I would recommend having dog poop
bags,or change the natural of this space,adding more hardscape,a grill,etc.Jim Thomas: We will add poop bags around
this development. Christine: I like the added greenspace area.I would like to see some more benches.
Josh: We would like to see one 8-ft multi-use path on side of the road, instead of having 5-ft sidewalks on both sides of
the road.Can you add a gravel or mulch(natural)path for people to walk their dogs?
Josh: Can Staff resolve the outstanding items in-house, instead of coming back to next month's Committee?Alexia
Lopez: We just need them to submit their revised plans. We would like to see a better pedestrian circulation that creates
safer routes for people to walk through the site. We have safety concerns with the crosswalks behind the garages.Jon
Dobosiewicz: We will meet with David Littlejohn,Cannel Alternative Transportation Coordinator,and take in his
comments and changes.
A Motion made by Zoccola and seconded by Holle to send Docket Nos. PZ-2020-00081 DP/ADLS and PZ-2021-
00247 V back to the full Plan Commission with a favorable recommendation,conditioned upon the Petitioner
submits their revised lighting,landscaping,and pedestrian path plans to the approval of DOCS Staff.

3. Docket No.PZ-2021-00204 PUD: Flora on Springmill PUD Rezone.
The applicant seeks PUD rezone approval to allow a new subdivision consisting of townhomes,duplex homes,
and single-family homes. The site is located at 9950 Spring Mill Rd.and is zoned S-2/Residence.Filed by Jim

I • With me tonight are Jim Shinaver w/Nelson&Frankenberger, Steve Pittman w/Pittman Partners,and Brandon

• Seven outstanding items were listed in the Dept.Report
• We purchased some boulders for the detention pond
• We updated our pedestrian path plan
• We will specify in our PUD their will be a minimum brick wainscot on the courtyard homes. Christine: I thought
we discussed we would have a minimum brick wainscot on all home types?Jon Dobosiewicz: Yes,all homes.
• We were asked to provide sight lines and section view from 1-465 to our site and we provided them in Tab 7 of
the info packet. Our buildings are 20-ft higher than I-465. When the leaves are down,you can see some of the
buildings through the trees without leaves.You won't be able see the rear loading garage doors.
• Presented a Tree Preservation Area(TPA) exhibit
• Our open spaces will be connected by a centralized raised pedestrian plaza,and we provided images in our info
packet in how these interior common open spaces will look like
• We will provide two bike amenity areas
• We will provide amenities to the detention pond area
• We provided rooftop images of Onyx&East home products that were built in Indianapolis
• Tab 12 of the info packet provides where the on-street parking spaces are located. Staff has asked us to look for
other areas to add on-street spaces, such as the southside of the duplexes where we can add 5-6 parallel spaces
• Gang mailbox stations will be located throughout this development
• We reduced the number of units from 160 to 129 to increase the amount or open space/greenspace
• We were requested to increase the Brownstone sideyard to 5-ft. We have changed it to 3-ft for the bump out,but
the front door will have a porch and it will be setback 5-ft.,presented plot plan.
• We will be providing native vegetation areas around the pond to comply with stormwater management
• We are continuing to work on our floor plans per Staff's request and we agreed to two windows on each floor
• One sidewalk per street will be provided throughout the site on just one side of the road to preserve more
greenspace and trees
Brandon Bart,Onyx&East:
• I brought in physical samples of the building materials we will use.I also brought in physical color samples that
we will use throughout this development. We are proposing 4 brick colors.
• Total parking will be 62 on-street spaces, 50 driveway spaces,258 garage parking.370 total spaces
Department Report: Alexia Lopez
• Certain elevations will be enhanced that are along streets,ROWS,and open spaces
• We asked them to add more specifications of the architecture to the PUD language
• The Petitioner has addressed all of our remaining comments at tonight's meeting
• We want to get as much tree preservation as we could,and most of it is on the northside of the site
• Staff is in favor of the variety of housing types and architecture
• They will provide language in the PUD that they will provide sound proofing to the windows,doors,and
installation to the units along the southern border(nearest to 1-465)
• Staff recommends a favorable recommendation back to the full Plan Commission
Committee Comments:
Carrie: Full brick on the townhomes?Jon Dobosiewicz: Yes,3-story brick on the front of the townhomes
Christine: Does the homeowner choose the exterior colors, or will the developer choose?Brandon Bart: We will choose
them. Carrie: Black-colored shingles for all the roofs?Brandon Bart: Correct.

Carrie: Will there be restrictions in what could be placed on the rooftop areas?Brandon Bart: Yes,we will have
restrictions listed in our HOA bylaws.

Christine: What is currently being proposed in the area south of the duplexes for the additional 5-6 on-street parking
spaces?Jon Dobosiewicz:An 8-ft greenspace area. Christine: I would rather have the greenspace kept,and not the 5
additional parking spaces. Carrie: I could go either way.Do we have enough guest parking?Josh: Having enough
overflow parking is always a concern for us in these types of developments.Alexia Lopez: We can identify this as bank
parking and have it stated in the PUD if there are complaints about not enough parking,to install it later.Jon
Dobosiewicz: The cost to add 5 on-street parking spots later would be five-times more. We would agree to banking them
or install them per the discretion of the PC.Josh: This development will have 40%greenspace, so I would rather have the
5 parking spaces built now.If we wait to add the spaces later,they will ask for the City to improve the ROW.It will be a
10%increase in on-street parking.Better be safe than sorry.Brandon Bart: We haven't had any parking issues at our
similar developments.We are at 2.86 parking spaces per unit,which we usually average 2.5 spaces at our other
developments. Steve Pittman: There's a massive parking lot for overflow parking across Spring Mill Road.
Josh: Please include small print to the signs along the TPA,"no encroachment per the PUD",and then outline the section.
We don't want anyone disturbing this area by building things,but you can walk-through it,and enjoy the area.Jon
Dobosiewicz: This will be most important in the TPA adjacent to the single-family housing.
Josh: Have simple language to the signage in the bike covered parking areas that abandoned bikes are removed at the
beginning of each year.Jim Shinaver: We will also include it in the HOA by-laws.
Josh: I like the idea of the boulders. Think of creative ways to include them around and in the pond.
A Motion made by Zoccola and seconded by Holle to send Docket No.PZ-2021-00204 PUD back to the full Plan
Commission with a favorable recommendation. Approved 3-0,absent Westermeier.
