Petitioner is appealing the decision of the Director of the Department of Community
Services. The Department of Community Services has determined that the property is a
subdivision and is required to be approved by the Plan Commission. The site is located
on the southeast corner of 131st Street and West Road. The site is zoned S-1/residential.
